The Assembly of European Regions (AER) is the largest independent political network for regions in wider Europe, gathering regions from 30 countries and 15 interregional organisations. Since 1985, AER is the political voice of its members and a forum for interregional cooperation.

The main objective of the network is to realise the potential of sustainable and regional utilisation of the energy in fertiliser, sludge and organic waste in the Oslo region. The network will help stimulate a well-functioning biogas value chain in the region.

EMA is an initiative creating spaces for political debate among European metropolitan authorities aimed at sharing experiences, fostering joint projects as well as positioning themselves and defending their interests in front of the European Union and states

Eastern Norway County Network (ENCN) is a cooperation body between four counties in the southeastern part of Norway: Oslo, Viken, Innlandet, and Vestfold og Telemark. Established in 1993 as a county network, from January 2020 ENCN operates on the basis of a formal cooperation agreement adopted by the four county/city councils.The purpose of the cooperation, as defined by the agreement, is to contribute to the development of Eastern Norway as a sustainable and competitive region in Europe, with balanced development throughout the region.Internationally, ENCN works on the basis of its strategy, Eastern Norway 2030.

The Norwegian Water Resources and Energy Directorate (NVE) is a directorate under the Ministry of Petroleum and Energy. Tasks: Environmental supervision of Energy and watercource installations.
