Supported all phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) process in support of 5 Infrastructure Directorate (IE) programs and IE Resource Management Office. Led support activities to execute a combined budget of over $250M through the development, coordination and tracking of procurement packages related to Agency level overhead bills, hardware, software, labor and maintenance requirements. Reviewed DoD, agency and internal policies to ensure fiscal and financial compliance. Gathered and analyzed program requirements to develop annual spend plans, phasing plans, and Budget Estimate Submissions (BES) for multiple appropriations. Performed cost-benefit analyses to explore alternative financing methods. Provided responses to Defense Finance & Accounting System (DFAS) and senior leadership on all matters relating to Negative Un-liquidated Obligations (NULO) and Un-liquidated Obligations (ULOs). Generated Miscellaneous Obligation Document to de-obligate funds as needed. Analyzed funds availability for individual Organizational Component (ORC) accounts. Reconciled financial data to ensure accuracy and immediate resolution of discrepancies. Monitored execution rates, recommended transfer of funds between object classes as needed to fund program requirements. Tracked all current and prior travel orders, contacted travelers to ensure the timely processing of final claims.
