Country Program Manager, EUCOM Regional Operations for Security Assistance

Provides logistics program management support and guidance for the purchase, transfer and/or lease of Defense articles and services. Directs case development, and manages the execution of foreign military sales cases to ensure inclusion of a Total Package offer for major end items. Ensures that Letters of Request (LORs), Letters of Offer and Acceptance (LOAs) are processed/completed within the constraints and guidelines established in the Security Assistance Management Manual (SAMM). Provides direction for country acquisition plans based on the requirements provided by the country, available financial assets, legal and policy constraints within the requested or established suspense date.• Ensures Letters of Request (LORs), Letters of Offer and Acceptance (LOAs) are processed/completed within the constraints and guidelines established in the Security Assistance Management Manual (SAMM). • Provide technical advice and assistance, and serve as technical authority for total package fielding of equipment, training, and other services related to the foreign military sales program. • Provides direction for country acquisition plans based on the requirements provided by the country, available financial assets, legal and policy constraints within the requested or established suspense date. • Efficiently and effectively manage and execute Security Assistance programs, within the confines of governing regulations and the Arms Export Control Act and Foreign Assistance Act. • Identifies and develops ways to resolve problems or issues, which affect the accomplishment of Foreign Military Sales cases. • Maintains active affiliation with other Security Assistance organizations throughout Department of Defense, HQDA, Unified Commands, Major Army Commands, Major Army Subordinate Commands, and foreign governments.
