Worked on siting/permitting of electrical transmission projects, Broadband fiber optic project permitting, and water reservoir/water transfer projects

Member of the Regional Management team responsible for strategic planning of new large transmission projects. Hired a number of technical employees/scientists, set up leadership programs, and effectively developed them into higher performing employees/positions. Responsible for managing the Natural Resources/Environmental Program for the Sierra Nevada Region of Western Area Power Administration. Conducted front end planning on a number of renewable energy transmission interconnection projects, some with the intent to meet the State of California Renewable Portfolio Standards. Planned new electrical transmission lines for water districts and other electrical utility companies, conducted environmental clearance for reconductoring and optical ground wire construction work and managed the environmental compliance group. Improved the value of hydropower by negotiating biological opinions protective of the environment but with measures that significantly reduced customer costs.

Served as a project manager for planning construction of water resource projects related to the Central Valley Project. Completed a number of water resource related NEPA projects and managed the environmental compliance group. Projects managed included several Bay Area Title XVI tertiary treatment/water recycling projects, the San Luis Drainage Project, the San Luis Lowpoint Improvement Project, and the Delta Mendota Canal Recirculation Project. Worked in the Water Quality Division and effectively managed personnel and union issues, responsible for asset management/recycling materials for disposal, and developing/managing contracts.

Worked on petroleum contaminated groundwater cleanup projects such as Exxon Mobil sites and drafted a Caltrans Policies/Procedures Guidance Manual for clearing sites for new road construction work.

Managed an environmental and infrastructure development consulting office focused on transferring new technologies from DOE to DOD with projects throughout the western US, Japan and Mexico.

Worked as a hydrogeologist on CERCLA groundwater contaminant investigations at USAF sites McClellan AFB, Wright-Patterson AFB, Hill AFB, Malmstrom AFB, Mountain Home AFB, Robins AFB, Tinker AFB, and Kelly AFB
