Jesse Cooper currently serves as an emergency management specialist (public safety)/ domain lead in the mission critical services planning division for the First Responder Network Authority (FirstNet). In this role, he is dedicated to enhancing public safety communications by leading the evolution of mission critical services on the Nationwide Public Safety Broadband Network (NPSBN). He and his team collaborate with diverse public safety stakeholders to drive consensus decisions, influence product development, recommend/implement reinvestment initiatives, and ensure the delivery of innovative solutions to meet the evolving needs of the Nation’s first responders and public safety professionals. Prior to starting with FirstNet, Jesse spent 29 years with the Phoenix Police Department (Arizona) and retired as Assistant Director, leading and managing the Technical and Support Services Division. In this executive role, he was responsible for leading 911/Radio Dispatch/CAD operations, property/evidence management, supply functions, fleet/vehicle services, detention/booking operations, public records/vehicle impounds, alarm program, management of the department’s records management system (RMS), forensic imaging unit, the body worn camera (BWC) program, criminal history/records, crime analysis and UCR reporting, land mobile radio (LMR) operations/management, and a range of technology deployment initiatives. Jesse is a nationally recognized leader in law enforcement technology. He has been a member of the Department of Homeland Security’s Metropolitan Area Working Group, International Association of Chiefs of Police (IACP), Major Cities Chiefs Association (MCCA) Technology Committee, Association of Public Safety Communications Officials (APCO), National Emergency Number Association (NENA), and Police Executive Research Forum (PERF) with an emphasis on advancing public safety technology for first responders. He is credentialed as an all-hazards Communications Unit Leader and instructor specializing in large-scale incident management response and interoperable public safety communications. He also previously trained as an emergency medical technician, NWCG Communication Technician and Communication Unit Leader. He currently also holds an FCC General Class amateur radio license. Jesse earned his Master of Administration degree with an emphasis in Public Management from Northern Arizona University and his Master of Arts in Security Studies (Homeland Security and Defense) from the Naval Postgraduate School in Monterey, California.
