The Avoided Cost Calculator is a model used to produce 8760 hourly dollar benefits associated with saving a unit of energy. The model is essential for valuing all distributed energy resources, and I worked with staff and consultants to make major changes to the model, like determining the most appropriate technology for marginal generation capacity and creating a framework for valuing GHG emissions in the short and long run.• Analyzed legislative bills related to environmental policy, environmental justice, public utilities, low-income affordability programs, and state conservation goals and developed environmental and economic impact assessments to make organizational positioning recommendations• Served as an expert witness during water utility ratemaking proceedings by analyzing business data to determine if the company complied with all regulatory standards, presented realistic consumption forecasts, designed conservation programs to achieve state mandated conservation goals, and developed rate assistance programs for low income customers.
