Lead construction manager for two (2) military construction (MILCON) projects ($100M), two (2) sustainment, repair and modernization (SRM) projects ($10M) and one (1) Government of Japan funded MILCON ($90M) projects in support of Navy Base Guam’s mission. Subject matter expert on construction and maintenance ensuring integration of civil, mechanical, electrical and environmental activities providing engineering technical services for ongoing waterfront production work. Reviewed and ensures all project and contractor specifications and cost estimates were accurate and in accordance with the award contract and ensure naval standards meet final acceptance testing prior to validation. Supervised and provided strategic direction for a 32 person team consisting of contracting officers, contract specialist, analyst, performance assessment representatives and utilities supervisors in the execution of service contracts, utility operations, modernizations and maintenance, transportation, weight handling and material handling support and facilities maintenance and repair throughout Joint Region Marianas. Coordinated with facility owners on work prioritization and minor project development, resulting in a Grouping System which yielded savings of up to 20 labor hours or $1,000 per project. Managed $20 million of the Base Support Operations Contract and over $75 million in service contracts increasing the quality of life for the Navy families and supporting the operational units to accomplish their mission.In charge of the high visibility, special interest projects as assigned, executive agent for the $100M Special Repair and Modernization (SRM) program, tracking inception, award and construction. Program Administrator for five (5) distinct centrally funded programs totaling over $200 million in annual contract awards covering military construction , operations and maintenance , sustainment , housing and non-appropriated funds.

Oversaw construction operations of two projects in Demir Kapija, Macedonia enhancing the community’s school and public works department. Developed construction estimates, bill of materials and provided engineering solutions to unforeseen circumstances in order to keep the projects on track and on schedule. Managed two geographically separated detachments, Palawan and Zamboanga Philippines, providing humanitarian assistance and US forces support. Coordinated all logistical support for both detachment and provided engineering reach back support. Team 1, completed 12 tasked projects in support of Joint Special Operations Task Forces Philippines saving over $100,000 in maintenance and constructions. Team 2 renovated and constructed over 18 classroom buildings in the island of Palawan in support of State Departments “Phases 0” initiatives. Lead the development of projects and coordination with other DoD and DoJ agencies working in the Philippines.Completed the construction of NAS Corpus Christi, Morale Welfare and Recreation (MWR) department’s boat ramp and small craft dock. The 2,183 mandays valued at $500,000 increased the MWR department’s annual revenue by $1M. Skillfully completed three (3) projects with in a 6 month homeport to include the City of Long Beach Boy Scouts of America Head Quarters pre-engineered building valued at $67,000. Supervised 2 Officers, 6 Chief Petty Officers and 60 enlisted personnel, responsible for training and equipping the company ultimately deploying to various locations in Europe, North Africa and Asia.

Construction Manager for 5 projects valued at $30M. Projects included Taxiway Construction and Expansion, Combat Aircraft Loading Apron construction, Levee concrete reinforcement, Logistics Warehouse Renovation and Water Treatment Plant renovation. Government’s Technical Representative for the 500 unit, $300M, Public-Private Venture Housing Expansion. Responsible for detailed constructability reviews analyzing the proposed method of construction, haul routes for materials and spoils, lay down site for contractor and access to job site, availability of utilities and connection point, effects of additional requirements to the current infrastructure and coordination with surrounding facilities and their tenants. Provided engineering solution to complex problems and made recommendations to allow for ease of maintenance of facilities after construction was completed.
