Managed legal advice to University's Board, executive leaders and central administration on educational affairs, public accountability and governance issues and coordinated UC counsel on 10 campuses.

In addition to the transportation & technology assignments described below, I drafted legislation to create novel revenue streams supporting many public functions, drafted legislation, contracts, advice and local government briefs in state and federal civil rights cases, negotiated major transactions for City departments, and worked with community advocates to draft the first law in a major American city prohibiting discrimination based on gender identity.

Served as General Counsel and member of the executive leadership team for the San Francisco Municipal Transportation Agency (SFMTA) in support of five successive Directors of Transportation (CEOs) and numerous members of the SFMTA Board of Directors appointed by three Mayors. I managed the City Attorney's Transportation Team to support SFMTA functions as a public transit provider and as manager of City streets for safe and sustainable multi-modal use.

Created and managed the City Attorney's Telecommunications Team, advised City leaders and departments, and represented the City before Congress, the Federal Communications Commission, the California Legislature, the California Public Utilities Commission, and state and federal courts on issues related to the Telecommunications Act of 1996 and its implementation.

Reporting to Mayor Willie L. Brown, Jr. during leave of absence from City Attorney's Office, I managed a City department with a budget of $70 million and staff of 350.
