Jay has 30 years of water funding, planning, design, management, construction, and operations experience. He has worked on all aspects of water infrastructure including potable water, wastewater, reused/recycled water, stormwater as well as civil engineering, Operations & Management, SCADA and Environmental Remediation. Jay is also a licensed water system operator.His wide variety of expertise provides him with a unique ability to lead large complex multi-disciplinary projects, leverage both public & private funding (P3, etc.), and deliver projects using innovative delivery methods including conventional design-bid-build and progressive design-build. Jay is very involved in regional & national professional associations as a Committee Chair/Member, a published author, and a frequent presenter. He volunteers in many different community organizations including with the Sewer Committee, the YMCA, and various sports programs. In addition, he opened the Coffee Spot in 2021, a family-run local coffee shop, bakery & café in Simsbury CT.
