Provide oversight and program management for the initial and continuing Basic Life Support (BLS) training for the thousands of EMTs in King County. Responsible for internal and external stakeholder liaison and relational development among King County’s 28 BLS and 5 ALS agencies as well as the various state-based entities and regional EMS councils.Plan and facilitate the collaborative work across the county in order to establish strategic initiatives funded through the King County EMS Tax Levy designed to modernize online BLS training.Facilitate the current King County EMS online delivery platform which has provided thousands of hours of distributive education since 2005; EMS Online (https://www.emsonline.net/Login.aspx).Coordinate the creative efforts for educational content between the Medical Program Director, locally resourced Subject Matter Experts, EMS Online administrator, and the online instructional designers to satisfy the requirements for maintaining national accreditation for online learning through the Commission on Accreditation for Pre-Hospital Continuing Education (CAPCE).Maintain EMT training in accordance with the King County BLS Ongoing Training and Evaluation Program (OTEP) as authorized by the Washington State Department of Health EMS Commission.Synchronize and oversee the educational content and comprehensive-based instruction of approximately 500 EMT evaluators and Senior EMT Instructors in our annual “train-the-trainer” events.Administrative oversight of the regulatory requirements for tracking certifications, license expiration, training records, and assessments of all King County EMT personnel.

Provided oversight and program management for the Embassy Air Wing- Iraq MEDEVAC operation in terms of administrative strategy, budget projection, data aggregation, and mission tasking as well as new-hire candidate assessment, rotational staffing, and training objectives. Responsible for internal and external stakeholder liaison and relational development between the U.S. Dept. of State, third-party contractors, and local national or host nation entities. Accountable for any associated deliverables to the U.S. Dept. of State as well as the international travel and repatriotization of the employee and patient population. Instituted logistical controls for the bench stocking, inventory, and pharmacy sourcing for the purposes of utilization analysis, biomedical engineering, and cost control. Liaison with stateside corporate assets concerning the budgetary requirements for the training and travel necessary to meet the continuing educational and recertification needs for all in-theater medical personnel.Administration of the contractual requirements for tracking certifications, licensure expirations, training records, and assessments of all assigned personnel.Liaison with off-site clinicians and other advanced providers for the standardization of patient treatment, adherence to offline medical controls, and medical documentation utilizing third-party billing software.Coordinated with the QA/QC administrator ensuring the proper treatment of all MEDEVAC patients and the accurate documentation of all medical care given in accordance with published protocol.Planned, coordinated, and directed medical training and skills assessments for the various base medical sections in accordance with the flight paramedic certification level.

Provided management of the ACAS medical section in terms of patient tracking and data collection, accountability, budgeting, sourcing, purchasing, and program medical leave. Administrated the Trauma Assistant Program (TAP) educational curriculum through the direction and management of the international team responsible for the selection and training of Afghan National Police members as Emergency Medical Technicians (EMTs) across 12 educational facilities and classrooms across Afghanistan.Provided remote ALS medical support and sick call to multiple Afghan National Police Regional Training Centers (RTCs) located throughout Afghanistan.Planned and implemented emergency directives in response to direct and indirect fire incidents to include the treatment/stabilization of mass causalities, air evacuation using military and/or civilian assets, and Combat Life Saving courses for first response and security personnel.Implemented policies and procedures to maintain the efficient and secure storage of the soft and hard copy medical records for approximately 2500 ACAS police mentors, security, and logistical personnel previously or currently on mission.Provided management of the local national office personnel assigned to the program medical clinic headquartered in Kabul, Afghanistan.Liaison between the workman’s compensation insurance carrier and the in-country Chief Medical Officer in matters concerning on the job injuries, documentation of treatment, and patient evacuations.Coordinated and conducted the mandatory narcotic and steroid urinalysis for 12% of the employee population monthly.Created and maintained the database for tracking the medical readiness for all ACAS personnel with respect to the U.S. Dept. of State mandated medical examinations, psychological assessments, and letter of authorizations.Provided medical support for personnel convoys, quick response missions, and range qualifications for ACAS program personnel and Afghan police students.

Provided ALS response for a county based EMS service that averages more than 50,000 calls per year to varying types of geographic locales including urban, industrial, suburban, and rural as well as an international sea port with the associating waterways and marshlands.Personally responsible for the clinical assessment and treatment for more than 1000 ALS patients the last year of fulltime service.
