As Director of Operations for the HQ in the Army's Program Executive Office Enterprise Information Systems (PEO EIS), pioneered a first-ever “HQ Operations Directorate works for the PMs” initiative to reorganize and redirect directorate resources to proactively reach more than 35 PM organizations and other PEO staff elements. Executed day-to-day business operations sustaining a 2500+ person organization that executed nearly 30% of the Army’s IT budget. Specific accomplishments included:• Spearheaded contracting oversight for more than $3B in value in annual awards including liaising between program offices and contracting centers.• Cultivated an outreach program to contracting offices to better understand center drivers and motivators as well as to facilitate discussion between PMs and contracting centers during formative stages of Acquisition Requirements Package development. • Led multiple source selection proceedings on Source Selection Advisory Committees for major IT acquisitions. • Capitalizing on industry experience, delivered insight and assistance to PMs in preparation of Acquisition Requirements Packages, including RFP requirements, evaluation criterion and strategies derived from war-gaming prospective industry responses to requirements and criteria.• Proactively charted new course and reorganization for Foreign Military Sales unit in anticipation of need stemming from substantial increase of FMS and security cooperation IT support from NATO and other allied partners.• Engineered a “customer-first” ethic in directorate’s delivery of support for human resources, physical and personnel security, logistics, and in-theater liaison of program delivery operations. • Orchestrated redirection and repurposing of personnel to better drive real property, facilities, and office lease management in response to DOD initiative to reduce leased commercial office space while increasing utilization of on-post offices.
