Jim is an experienced diplomat and executive specializing in developing and implementing international market entry and expansion strategies for U.S. companies and creating jobs in the U.S. by attracting foreign investment. He is currently Commercial Officer at the U.S. Mission to the European Union in Brussels, Belgium, with a portfolio focusing on standards, export controls, chemicals/environment, and security and defense. Before Brussels, Jim was the Commercial and Digital Officer in Hanoi, Vietnam. In Hanoi, he supported a broad portfolio of trade initiatives and regulatory policies. As Digital Officer, he was deeply engaged with U.S. companies, assisting them in accessing the online marketplace and navigating digital policy issues. In addition, he was the office lead on 5G strategy, a founding member of the International Trade Administration’s 5G working group, and he led the regional Affinity Group in support of the digital connectivity and cyber partnership program. Outside of the digital industry space, his portfolio included healthcare, where he supported increased access to the Vietnam market for U.S. pharmaceutical and medical device companies. Before serving in Hanoi, he was a Commercial Officer in Taiwan. His portfolio included creating and leading the smart technology initiative for the office, promoting smart city and smart manufacturing technologies. He also established and chaired the Department’s smart city sub-team for the Asia region. Jim also served domestically at the U.S. Export Assistant Center in Minneapolis, Minnesota.Before joining the U.S. Foreign Commercial Service, Jim worked and lived in Shanghai, China, for ten years, where he was Director of the Commonwealth of Pennsylvania trade office. He also has private-sector experience as a Buyer at a U.S. Fortune 500 retail department store.Jim has a Master’s in Business Administration from the University of Maryland, College Park, and a B.S in Political Science with a minor in Economics from James Madison University. He is conversant in Vietnamese and Mandarin and is married with four children.
