Program Management Support• Support all M&E initiatives including monitoring data quality, tracking the progress, and contributing to staff capacity building initiatives.System Development•Creating framework and procedures for the monitoring and evaluation of project activities.• Defining the KPI as well as monitoring them throughout the duration of the projects. • Proposing strategies to increase data use and demand• Draft tools and data collection procedures (e.g. logical framework, performance tracking, indicators, data flow chart• Reviewing the performance of existing management information systems to help identify potential modificationsData Management and Analysis • Identify strengths and weaknesses in existing data collection and propose solutions.• Perform regular field visits to ensuring the quality of data collected• Analyze changes and pattern in MER indicator data performance report in order to support project staff• Ensure that data queries are addressed in an accurate and timely manner. • Conduct RDQA, targeted mentorship and supportive supervision on documentation and reporting at supported facilitiesCommunication and Reporting• work with project staff to ensure regular, complete, accurate, timely and quality monitoring reports from health facilities on all required indicators• Review and analyze Quarterly, Monthly and weekly reports with project staff to identify the causes of potential bottlenecks in project.• Developing of M&E review presentations.Data collection, Usage, Data Quality and M&E Planning• Ensures integrity and accuracy of all project data and systematic data audit and follow up on action items.• Liaise with Project staff to document best practices and lessons learned • Adapt and implement tools and techniques to improve the quality and use of data for decision making.• Manage Data Officer(s) by overseeing implementation of their individual annual work plans and ensuring their professional development
