Commander Second Fleet held operational control and maintained readiness of assigned, multiservice and multinational forces in the Atlantic Fleet area of responsibility. Conducted warfare planning at the operational level for this deployable Joint Task Force Command in both national and homeland defense. Responsible for development of training, readiness and multinational coordination policy.

Deployed 2003-04 to both European and Central Command areas of responsibility in support of national objectives in the Global War on Terror. Conducted intelligence, surveillance and reconnaissance operations off the Horn of Africa in the Gulf of Aden and Red Sea. Coordinated and executed control of sea lines of communication and escort of critical war supply assets throughout the Mediterranean and Red Sea, Gulf of Aden, Horn of Africa region and in the Indian Ocean.

Successfully led a five member team of senior officers in support of Department of the Navy budget approval process. Directly supported CNO and SECNAV congressional appropriations strategy development. Specific assigned programs included Shipbuilding and Conversion; Weapons Procurement; National Defense Sealift Fund and all Surface Warfare and Expeditionary Warfare issues.
