John was honored to serve the citizens and constituents of DeKalb County, GA and led the transformation of the enterprise through innovation, business process evaluation and re-engineering, and business aligned IT operations. Responsibilities included planning, decision making, and policy formation at the senior management level, advising all County departments and elected County officials, developing and implementing strategic and tactical plans as well as IT policies, procedures, standards and training, and driving innovation through the organization. In addition, Matelski was responsible for developing and maintaining positive work relationships through superior service delivery, creative business solutions and a collaborative operating style, while ensuring that technology is deployed in alignment with business needs and County wide priorities.
Chief Information Officer And It Director
As CIO and Director of IT Services for Gwinnett County, Mr. Matelski served as a strategic partner to support the County Administrator, elected officials, and 20 county agencies in the successful implementation of technology and business process improvements necessary to make the county viable and effective in providing secure services to residents, businesses and visitors in Gwinnett County. Mr. Matelski was responsible for technology security and governance, and as head of the IT Services department, managed an organization of 120 employees with a 24-million-dollar operating budget and capital project budgets up to 17 million dollars. He also served as a change agent who successfully consolidated multiple technology organizations throughout the county into a centralized model, creating efficiencies and allowing for reallocation of scarce resources.
Chief Security Officer/Deputy Chief Information Officer
As Deputy CIO for the City of Orlando, Mr. Matelski was responsible for all information technology management functions servicing the City. In this role, he was responsible for the development of the IT vision, as well as the management of policies and strategic direction with an emphasis on customer service and cost effectiveness. He managed a staff of over 80 professionals involved in information technology and project management functions, as well as contract employees and external vendors used to support the IT infrastructure and day to day operations. Additionally, Mr. Matelski was responsible for the planning, budgeting and contract negotiation processes associated with all technology initiatives. Mr. Matelski also served as the Chief Security Officer (CSO), IT Public Information Officer and represents IT during Emergency Operations Center activations and Weapons of Mass Destruction / Homeland Defense team collaborations. With this combined role, Mr. Matelski was accountable to the Mayor to develop and manage security policies and standards - and oversaw business unit and enterprise adoption in conjunction with internal and external audit requirements, City, State and Federal regulations, and acceptable security policies and procedures
