Jennifer Milam is the Associate Chief Counsel (Gulf Southwest Region) for U.S. Customs and Border Protection. As the region’s Senior Executive, Ms. Milam oversees offices in Houston, Edinburg, Laredo, Del Rio and El Paso. She also serves as the principal legal advisor to field locations throughout Texas, Oklahoma and New Mexico. Ms. Milam began her career with CBP in the Office of Associate Chief Counsel (Southeast and Caribbean) in 2010, before transferring to the Office of Assistant Chief Counsel (New Orleans) in 2014, and the Office of Associate Chief Counsel (Pacific Southwest) in 2017. In 2020, Ms. Milam was promoted to the position of Deputy Associate Chief Counsel in Houston, Texas. She joined the Senior Executive Service in 2024, as the Associate Chief Counsel (Gulf Southwest), where she currently leads legal offices in an operationally dynamic environment. During her time with CBP, Ms. Milam has developed expertise in a variety of trade, enforcement, and immigration matters, as well as expanded the agency’s application of technologies to advance and streamline its legal practice. Managing myriad challenges associated with land border operations as well representing clients in two large coastwise environments—Ms. Milam has developed a broad and extensive portfolio including subject matter expertise in enforcement issues, immigration law and complex tort litigation.
