• In cooperation with the U.S. Census Bureau, provide extensive socio-economic research and analysis to create a predictive model to inform national outreach for the 2020 Decennial Census.• Produce appropriate program documents, including demographic sector analyses and localized specialist toolkits. • Create state-by-state alternative staffing models across a multiple-year plan. • Design, write and present a training program for national outreach teams, including job manuals, classroom exercises, and presentation materials.

• Supervise six local offices in Indiana and northern Illinois, each with a five-member management team and more than 1,200 employees per office• Monitor post-Decennial recruiting and hiring activities through an eight-state region and create the regional recruiting strategic plan. • Ensure Decennial program compliance with a field staff of 7,500 to resolve 538,000 field cases within a six-week period. •Provide management training for field programs, administrative procedures, quality assurance, and EEO. • Lead the regional special census program and direct field activities in Illinois and Iowa for process conformity. • Serve as liaison to local government units for special census budgeting and program launch.

• Devise and implement a regional recruiting strategy to fill 10,000 temporary field positions for the 2010 Decennial Census in Illinois, Indiana, and Wisconsin. Goal was the recruitment of 100,000 qualified candidates; 468,000 ultimately applied. • Create a strategy to hire 175 managers to head operations in 35 field offices. Goal was the recruitment of 800 qualified candidates; more than 2,500 ultimately applied.

• Manage more than 50 temporary field offices throughout Illinois and Indiana for cities requiring specialized Census activity. Intensive liaison work with local governments. • Duties included recruiting, hiring, training, and implementing cost-effective and efficient field operations with staffs ranging from 20 to 150 persons to resolve from 10,000 to 30,000 field cases per project. • Projects ranged from 6 weeks to 4 months. • All projects finished ahead of schedule and under budget.

• Manage a local office for the 2000 Decennial Census in six Illinois counties. • Oversee recruitment of 4,500+ candidates to fill 1,450 local positions. • Manage field operations through four assistant managers to resolve 70,000 field cases. • Project completed on time and under budget.

• Build and manage an editorial services firm to serve documentary filmmakers, oral historians, broadcasters, and museums. • Provide research, writing, editing, indexing, transcription, and fact-checking services. • Recruit, train, and supervise remote and local staff members and source translators, as needed. • Among long-term clients were C-SPAN, British Broadcasting Corporation, Art Institute of Chicago, Wall Street Journal, Canadian Museum of Architecture, Museum of Modern Art (MoMA), and Coronet Films.
