Prior to retiring Joan worked at the MarylandDept. of Health as Coordinator of the State Child Fatality Review Team and the Fetal and Infant Mortality Review. The State Team oversees local teams that exist in each county and review deaths that are unexpected or unusual and then works to develop educational programs or policy reçommedations to address contributing causes.Local Fetal and Infant Mortality Review Teams also review cases and develop educational programs and policy recomendations relevant to each jurisdiction.
