Initiated, launched and implemented the Student Achievement Function which contracted 50 top educators (mostly current and past school principals and administrators’) in New Zealand to work in partnership with schools to raise student achievement using a newly developed methodology based on current worldwide best evidence and practice. The focus of the national team is on raising student achievement of students who have traditionally been underserved, by the education system by changing the what happens in schools, and how the system supports the schools.Simultaneously, Joanne led the second phase of the redesign of the New Zealand's centralized Professional Learning and Development contracts to alter the content to include being culturally responsive. This encouraged the development of new partnerships between stakeholders to achieve the outcome of a relevant learning environment.

Central South Region/ National Office/Bay Of Plenty

Responsible for supporting and monitoring of the performance of over up to 450 schools and 400 early childhood education centers. Additionally Joanne provided a timely, informative and relevant contribution to the development of and implementation of national education policy in other roles she held such as National Manager for Parents, Families and Whanau.
