Ms. Gelfand is a research analyst providing scientific, engineering, technical, and administrative (SETA) support to DARPA's Strategic Technology Office (STO) and Tactical Technology Office (TTO). She has been providing support to DARPA for over eight years including programmatic support for the VHESC Program, Helicopter Quieting Program, ASuRE Program, Friction Drag Reduction Program, Unique Signature Detection Program, and numerous seedling efforts.

While working on the Concealed Weapons Detection Program and Through The Wall Surveillance Program, Ms. Gelfand worked with the government Program Manager in managing the technology projects and funding process of the Concealed Weapons Detection and Through The Wall Surveillance programs. She coordinated with program performers, evaluating their status reviews and communicating program requirements. She advised the Program Manager in development of strategies that best served program objectives and assisted in the planning of and participation in on-site visits and program meetings. Ms. Gelfand wrote final assessment reports of completed projects, including on-site visits and interviews with end-users.

Ms. Gelfand developed and managed her own business. She recruited, trained, and supervised 36 direct sales contractors and two sales directors. Duties included long-term planning, coordinating committee activities, developing and producing public presentations, and planning seminars. She earned recognition for contributions in recruiting and sales.

Ms. Gelfand was responsible for operations of university bookstore with annual sales of $8.5 million and staff of 75 employees. As the Textbook Manager I, Ms. Gelfand served as faculty liaison for a 3,700-title textbook department. She was responsible for processing all faculty text orders into the department. While she was the Customer Service Coordinator, Ms. Gelfand supervised cashier cash handling procedures, and effectively and efficiently handled customer relation issues.
