Provides analysis and validation services with regard to the various functions and services provided by the SBTP Office. Oversees development, maintains, and executes tailored standard operating procedures for all activities related to collecting, analyzing, evaluating, and reporting SBIR/STTR Program statistical data.Overarching duties include overseeing the team for all tasks involved in posturing the DoD Research and Development (R&D) Enterprise to create far-reaching technology innovations and set them on a trajectory to create U.S. military technical advantage, by: • Resource cross-cutting and joint research; • Seed pursuit of new technology areas based on analysis of emerging strategic environment; and • Establish policies and procedures that facilitate the advancement, protection, and transition of technology. The Small Business and Technology Partnerships (SBTP) Office supports the RT&L mission by leveraging statutory authorities such as the Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR), and Rapid Innovation Fund (RIF) Programs. To outpace the threat of our adversaries we must develop a culture of innovation and accelerate the advancement of our war fighting capability - and small business is a major driver of innovation and economic growth. SBTP responsibilities include the development of policy, oversight of SBIR and STTR Program performance, stimulating technological innovation, strengthening the role of small business in meeting the DoD’s research and development needs, fostering and encouraging participation by small business in technological innovation, and increasing the commercial application of DoD-supported research and development.

• Orchestrates the management of the DARPA Small Business Programs Office (SBPO) team to support the DARPA SBIR/STTR program. • Oversees the day-to-day operations of the DARPA SBPO and manages the Policy and Outreach tasks within the program. This includes DoD, OSBP, DARPA and SBA Policy implementation and outreach events both related to the small business community as well as highly technical areas of DARPA interest. • Maintains regular contact with SBA and DoD OSBP to facilitate communication between DARPA and the SBIR/STTR managing organizations. • Creates congressionally mandated quarterly, annual, and non-recurring reports for DARPA reporting to DoD OSBP and to the SBA as required regarding information related to the DARPA SBIR and STTR and other socio-economic small business set-aside programs • Coordinates and facilitates Government generation of high-quality topics for inclusion in DoD SBIR and STTR solicitations, to include refinement during topic review process. This includes overseeing personnel to create, update, and prepare topic guidance and prepare draft call for topics on behalf of the SBPO Program Director. • Supports as many as 15 outreach events a year including conferences, meetings and events that support the DoD Small Business community. This support includes attending the events, public speaking and presenting on behalf of DARPA, coordination with Small Businesses to make the proper connections for their technology within DARPA and the DoD community, conducting one-on-one conversation that discuss the possibilities and futures of varying advanced technologies as well as coordinating event logistics.• Manages staff on the program to include Task Management, Annual Reviews, Performance Improvement Plans as necessary, Task Order funding allocation, invoicing, reporting and all other aspects of Task Order management to ensure seamless support to the DARPA SBPO.

DARPA SETA support with financial/programmatic experience providing direct support to DARPA STO, Contracts Management Office (CMO), and Information Processing Techniques Office (IPTO). Highly experienced in independently handling classified, SAP and unclassified budgets of up to $80M including MIPR generation, financial reports, budget tracking, expenditure reports, BAA support, program life cycle support, source selection, QPR, tech council and other briefings, and total financial management of the program. Has extensive experience using DARPA Monitor and Momentum Systems. Managed all logistical and financial aspects of numerous DARPA programs including: both classified and unclassified source selections such as MOS, SPOL, Laser Radar Technology (LRT), Communications Under Extreme RF Spectrum Conditions (CommEx) and Content-Based Mobile Edge Networking (CBMEN); conference planning, Industry Day/Proposer’s Day meetings such as Precision Electronic Warfare (PREW) and Cyber Insider Threat (CINDER); on-site and off-site meeting coordination; proposal intake and BAA closings; and all financial coordination and management. She has supported DARPA’s Information Operations (Info Ops) and Dynamic Quarantine of Worms (DQW) programs as well as provided financial and business management SETA support for various DARPA STO unclassified and classified/SAP contracts and programs. Previous support provided to DARPA IPTO programs includes Deep Green, Multilingual Automatic Document Classification Analysis and Translation (MADCAT), and Global Autonomous Language Exploitation (GALE).
