Construction Representative
As part of a major restructuring of the U.S. Navy Command on Guam, the operational control of the Base was turned over to a Private Contractor and most civilian workers were affected by an immense Reduction-in-Force (RIF). The U.S. Navy reclassified my position to a Construction Representative and transferred me to the U.S. Navy Pearl Harbor ROICC (Resident Officer in Charge of Construction) in Hawaii. This job entailed direct oversight, inspection and enforcement on proposed and ongoing construction projects of various scope, progress and overall costs mainly dealing with Navy Housing renovation and new construction projects. I was promoted by the U.S. Army Department of Public Works in 2001 and with increased responsibilities for higher valued projects costing several thousand to million dollar ranges. I reviewed, approved/accepted and processed contractor progress payment requests, schedules, material and administrative submittals, contract change requests and modifications. I ensured and enforced national and local safety, environmental and building codes and regulations. I reviewed project drawings and specifications prior to award.
Civil Engineering Technician / Facility Manager
As one of the Naval Base Commanding Officer’s Staff Civil Engineering Department’s Civil Engineering Technician, my duties were to inspect assigned facilities daily and communicate and consult with building Reps to identify and correct facilities’ maintenance and repair issues, initiate and develop enhancement or improvement projects to include designing, estimating and drawing sketches to support these projects. I identified the funding requirement for these projects and developed the formal project documentation for submission to Contract Department. After the Contracts are awarded, I coordinated project schedules from start to finish; enforced safety and assured quality performance of all work including minor repairs, construction or maintenance. I remained engaged in all construction and operations processes and continuously learned the basic principles, changes and improved techniques of the different trade disciplines; electrical, mechanical, structural, general plumbing and facility support equipment and systems; i.e. HVAC, Generators, UPS, Boilers, Switchgear, fire alarms and sprinklers. The Civil Engineering Tech position was renamed to Facility Manager. I became proficient with Microsoft applications including Word, Excel, Outlook, Access, PowerPoint and the different operating systems for PCs. Other assigned duties included making hardware and software upgrades to the office PC equipment including installing additional Memory, internal drives and other hardware.Skills: Certifications in Facility Inspections for Roofing, Structural, Seismic, Fire Protection. Computer Software; all Microsoft Applications. Computer Hardware upgrades and repair.

Started Federal Civil Service career in October 1980 in the U.S. Navy Apprenticeship Program which included on-the-job training in the field of metalwork, welding and vehicle body repair and academic studies and college courses with Central Texas College (CTC) in the field of Public Works Management. The goal of the Program was to develop Public Works Center Managers for its different Trades departments. I obtained an Associate’s Degree from CTC with a 3.96 GPA and was certified by USN PWC Guam as a Journeyman Mobile Equipment Metal Mechanic in their Pubic Works Transportation Dept. During the four year Apprenticeship Program, I repaired numerous vehicles and other mobile equipment; fabricated metal structures and performed preventive maintenance on shop equipment used. After completing work in this field, I was assigned to other fields in the Public Works Center (PWC), including Sheetmetal Mechanic, Materials Procurement Specialist and Expeditor, Work Production Controller, Job/Work Planner, Materials Staging Manager and as the Leader/Work Assignment Chief for the PWC Rapid Response Multi-trade Team of electricians, carpenters, plumbers, HVAC techs and general laborers.Skills: Welding, Body and Fender Repair, Spray Painting, Basic Electrical-Carpentry-Plumbing-Masonry and HVAC, Various Computer Software Programs and Hardware maintenance.
