Responsible for administration and day-to-day management of the Red Lake, MN, Indian Health Service (IHS) hospital dental clinic and satellite dental clinic located at Ponemah, MN. Responsible for providing dental services for more than 10,000 Red Lake Nation Native American Indian residents and other Native Americans eligible for treatment in IHS clinics. Provide comprehensive routine restorative dental services as well as oral surgery, periodontics, endodontics, and prosthodontics specialty procedures. Also perform responsibilities as acting Hospital Clinical Director, when designated, and voting member on hospital Medical Executive Board.

Responsible for administration and day-to-day management of the five-year $668 million contracted Active Duty Dental Program (ADDP) providing dental services for all military branches covering the 50 United States, District of Columbia and its territories. Program provides comprehensive dental care for more than 480,000 service members not able to be treated at military dental clinics due to either remote location of service member or lack of specialty care at military clinics. Developed standardized processes and trained auxiliaries in dental data entry to ensure accurate data retrieval for evaluation and analysis of dental health program expenses and trends. Developed processes for primary and secondary review of claim appeals and coordination of benefits with the Dental Specialty Consultants of the US Army, Air Force, Navy/ Marines and Coast Guard. Routinely use the Military Health System (MHS) Data Repository (MDR) and MHS Management Analysis and Reporting Tool (M2) to assess treatment trends, identify potential excesses and recommend cost savings initiatives.In charge of dental care pre-treatment review process for authorization of all specialty treatment and comprehensive dental treatment including full mouth reconstruction with implants and other surgical/restorative procedures. Reviewed more than 35,000 dental care requests submitted to the program in 2009-2014 saving the US Government (and patients) more than $50 million in prevention of unnecessary dental procedures. Lead Department of Defense (DoD) dental informatics working group and authored the DoD proposal for more than 100 lines of new dental diagnostic codes for inclusion into the International Classification of Diseases (ICD-10) for dental caries as well as the specialties of periodontics and endodontics.Also provide a full range of comprehensive restorative dentistry as well as specialty care - prosthodontics, endodontic therapy, routine periodontic treatment and oral surgery.

Director and Chief of clinical dental services for the Offutt Air Force Base 52 operatory dental clinic. Managed a staff of 94 personnel including 22 dentists and an annual operating budget of $525,000. Clinic also hosted an Advanced Education in General Dentistry (AEGD) program with eight residents, their specialty residency mentors and support staff. Clinic awarded the Air Combat Command (ACC) Large Dental Clinic of the Year award in 2008 and had the highest patient satisfaction rating of all seventeen ACC dental clinics in 2009.Served on Offutt Air Force Base medical clinic director's staff for management of medical clinic operations. Selected by medical group commander to research, develop and implement the clinic's preventive health assessment program to meet current military regulations and guidelines for this mandatory medical program. Offutt AFB medical clinic hosts the largest Family Medicine Residency in the United States. Medical and dental clinics achieved highest rating “Outstanding” on triennial military Health Services Inspection and full accreditation by Joint Commission in 2008.

Directed a staff of 14 dental officers, 37 enlisted and four civilian employees providing dental care for service members and their family members as well as civilian personnel and family members stationed at the base. Provided comprehensive dental services, periodontics, endodontics, and prosthodontics, as the clinic had only one specialist, an oral surgeon. Deputy medical group commander and voting member on medical clinic staff. Medical and dental clinics achieved highest rating 'Outstanding' on biennial military Health Services Inspection and successful full accreditation by Joint Commission in 2006.

Developed, implemented and conducted continuous review of dental policies for the Tri-Service Remote Dental Program to ensure compliance with Department of Defense regulations and instructions as well as separate policies, regulations and instructions by the Army, Air Force, Navy and Marine Corps. Administered dental program covering the fifty United States providing dental benefits for more than 78,000 active duty service members unable to receive dental care at active duty military dental treatment facilities (DTFs). Following September 11, 2011, the Program grew from an initial budget of $5M per year to more than $50M per year. Developed centralized management of Program operation expansion to include authorization and tracking of military base DTF referrals. Combined, these programs totaled more than $63M in paid benefits in FY04.Developed the dental data fields for the DoD Medical Health Systems Data Repository (MDR) to allow accurate information retrieval and development of reports to track and analyze purchased care as well as in-house active duty military dental treatment facility provided dental treatment. Created standardized business processes to ensure data quality and trained auxiliaries in dental data entry to ensure accurate data for data retrieval and analysis of dental health program expenses and trends. Developed more than 30 standardized reports to analyze multiple aspects of dental care programs. Provided weekly financial reports to the unit comptroller and Commander and monthly summary reports to Dental Commands for the Air Force, Army and Navy. Provided general dentistry treatment for a diverse population of US Navy recruits entering basic training at Great Lakes. Served on the Institutional Review Board for the Department of the Navy Dental and Medical Research facility located at Great Lakes.

Chief of general dentistry services and support flight director for the Yokota Air Force Base dental clinic, the second largest clinic in the Pacific Air Forces Command. Planned, organized and directed all paraprofessional and administrative activities for the 32 dental treatment room facility with 18 dentists, 29 enlisted and 24 civilian employees. Provided comprehensive dental services for active duty service members, their family members, retirees and DoD civilian personnel and their family members eligible for care. Number one producing general dentist in the clinic; often provided the most complex restorative cases. Instrumental in developing multidisciplinary treatment planning conferences and team concept of patient treatment resulting in improved continuity of care and patient satisfaction (to 99%).

Provided comprehensive dental care for a diverse patient population in the 67 chair dental clinic employing more than 30 dentists. Completed an average of 80 units of prosthodontics monthly in addition to endodontic and operative dentistry procedures. Evaluated new dental materials and recommended universal adoption of specific materials and techniques to improve treatment outcomes. Improved patient care management by recommending establishment of a Doctor of Record for each patient to ensure continuity of patient-doctor relationship. Represented the general dentistry section on the Dental Associates' Appleton clinic Quality Care Committee.

Provided comprehensive patient care in addition to operational management of the 11 chair dental clinic at Carlisle Barracks and auxiliary two-operatory satellite dental clinic at Fort Indiantown Gap, PA. US Government liaison with contractor for the dental clinic total renovation project. Ensured project was completed within budget and on-time. Managed personnel and facility assets to ensure uninterrupted complete patient treatment capability throughout the entire renovation time period. Carlisle Barracks is home to the US Army War College including all residents and staff. Recognized by War College Commandant for outstanding performance and clinical dentistry skills.

Residency included continuous rotations in orthodontics and pedodontics in addition to traditional dental specialties of endodontics, periodontics, prosthodontics and oral surgery. Lauded for providing assistance to other residents needing help with didactic and patient care requirements. Completed two-week [duration] rotations in general anesthesiology, general surgery [as the surgeon’s assistant] and hospital-based pediatric dentistry during the residency program.

Also served on the Camp Zama medical facility Therapeutics Agents Board and as Narcotics Control Officer.

Provided comprehensive dental care to all ages of beneficiaries; including active duty service members and their family members and retired service members and their eligible family members. Earned Expert Field Medical Badge (EFMB) in July, 1984, and passed the Advanced Trauma Life Support training/testing held at Ft Sam Houston, TX. Selected to be in charge of subsequent field medicine related training and testing for the EFMB held semi-annually at Ft Polk. Also responsible for establishing the first [beta test site] centralized computer-based dental readiness program for the US Army.
