Joel is a Director of Infrastructure Services at the City of Lethbridge, where he oversees the planning, engineering, construction, and project management of various municipal utilities and facilities. He has more than 20 years of experience in asset management and continuous improvement projects, working for multinational companies in the food, oil, and mining industries before joining the public sector in 2011. He holds a Bachelor of Engineering in Mechanical Engineering and a Project Management Certification.As a leader and advocate for responsible infrastructure management, Joel has implemented and managed the Community Asset Management Program (CAMP), which provides strategic infrastructure advice to various business units within the city. He has also led the Waste Management programs, aiming to provide best-in-class services for a sustainable waste management system and to increase waste diversion and reduce waste disposal. He was a board member of the Recycling Council of Alberta and the chair of the Infrastructure Asset Management Alberta group, where he collaborates with other stakeholders and associations to promote and facilitate waste reduction, recycling, and resource conservation in the province. Joel currently oversees the Infrastructure Services group with the City of Lethbridge, leading the Electric, Water, Wastewater, Waste & Environment Utilities. His portfolio also includes Transportation, Lethbridge Transit, Planning & Design, Urban Construction, and Infrastructure Services administration, with over 600 employees who deliver Public Operations to the City.Joel is passionate about creating and developing a resilient and livable city for the current and future generations.
