Accountable for the organization and programmatic activities of the regional Mid-America Science Park (MASPark). The key ORA components were formerly housed within the Indiana Department of Commerce (IDOC). The process included disassembling the former IDOC into two new governmental entities: ORA and the Indiana Economic Development Council, Inc. (IEDC). Activities included developing programmatic and funding recommendations for Indiana's Lt. Governor, assisting with the development of ORA’s initial biennium budget with the Indiana Budget Agency and the Indiana General Assembly, selecting and training appropriate staff members, coordinating ORA’s programmatic initiatives with the newly created IEDC.

Activities included strategic planning, coordinating agronomic and livestock research using local inputs, partnering with international organizations on programmatic projects, designing and coordinating educational programs, training indigenous individuals through the Center's extension programs, and identifying potential entrepreneurial initiatives.
