In 2019, at the request of USAID, Joe supported the design and delivery of a Disaster Preparedness Program for the Government of Afghanistan, in collaboration with colleagues from the ITU, US Government, UN Emergency Telecommunications Cluster and Geeks without Frontiers. The program was presented to 25 Afghan delegates from multiple government agencies and local network operators. Geeks’ vision and mission is to bring the benefits of internet connectivity to the estimated 3.5 billion people who remain unconnected to help close the Digital Divide and achieve the UN Sustainable Development Goals -
Global Connectivity Program DirectorNethope Nov 2003 - Dec 2016UsaJoe led global connectivity and infrastructure programs for NetHope, a 50+ NGO member consortium. His initiatives focused on connectivity and technical capacity building in the developing world. Joe launched the NetHope advanced VSAT training program in Nairobi in October 2008 and in Dakar in June 2013. http://www.nethope.org/media/article/global-vsat-forum/Joe developed a proposal and secured funding from USAID, Microsoft, Cisco, UNHCR and others to respond to a humanitarian crisis in the Dadaab refugee camp in 2011. Between 2011 and 2013, Joe project managed connectivity improvements in the Dadaab refugee camp in north east Kenya close to the Somalia border. Dadaab is the largest and oldest refugee camp with over 500,000 mostly Somali people displaced by civil war and drought . As of 2016, Dadaab is connected via fiber and has therefore achieved our initial sustainability and repeatability goals. The Dadaab project is used as an ongoing reference model for connectivity projects worldwide by NetHope, USAID UNHCR/WFP and others. Joe cross supported NetHope's emergency preparedness and response initiative. He worked with cisco and other satellite firms on developing first generation Network Relief Kits, including a solar powered wireless router that can connect users to the Internet via a BGAN or VSAT satellite uplink. He led the NetHope response team on the ground in Haiti within a week of the 2010 earthquake and connected 20+ aid worker offices in the first two weeks. -
