About Joe Stephens
I have a demonstrated commitment to indigent defense in rural Texas. Working my way from assistant to Chief Defender, I have deep experience in court (in all phases of representation, from intake to trial and through appeal) and as a leader. I take tremendous pride in my client-work, and have honed my leadership skills in challenging settings: rural communities, limited budgets, heavy caseloads.I also have extensive government and political experience, representing clients in front of state agencies and the legislature, and working three legislative sessions (2007, 2009, and 2011) for two different Chairmen in the Texas Capitol.Aside from my position as Chief Public Defender, I am a Clinical Lecturer and I served as an appointed board member for the Texas Criminal Defense Lawyer's Association, and sat on two separate committees (Public Defense and Rural Practice). I was also appointed to serve as a Member of the State Bar of Texas Legal Services to the Poor in Criminal Matters Committee, and am a mentor in the Future Indigent Defense Leaders of Texas program. I also speak at TCDLA and TAC continuing legal education events.

CurrentAs Chief Public Defender of the Caprock PDO, I run the only public defender office in the country that lives in a law school. I am also a clinical lecturer, teaching law students criminal defense practice skills that they apply on real cases in rural counties in West Texas.
