Serve as an Administrative Law Judge for contested case hearings involving appeals of decisions by the Certificate of Need Review Board. Appeals consist of new institutional health services that encompass various areas, to-wit: (1) the construction, development, acquisition or other establishment of new health care facility or health maintenance organization; (2) a capital expenditure for certain major medical equipment, new annual operation cost, or certain other expenditures which exceed certain thresholds; (3) a change in the bed capacity of a health care facility or health maintenance organization; or (4) the offering of health services in or through a health care facility not previously offered within the prior twelve month period. Responsibilities include presiding over contested hearings, issuing binding decisions based on relevant law, regulations and the Alabama Administrative Procedure Act.

Practice includes general civil trial responsibilities including real estate transactions, probate and estate matters, commercial, business, tort and domestic relations cases. Appointed as a Special Assistant Attorney General for the litigation/prosecution of child neglect, child welfare and child support cases occurring in the 30th Judicial Circuit of Alabama.In addition to the above and foregoing, serve on an occasional basis as Special Municipal Judge for the City of Ashville, Alabama. Responsibilities include presiding over assigned cases involving the alleged violation of motor vehicle and traffic violations, criminal misdemeanors, municipal ordinance violations and regulation violations under City Ordinances. Additional duties include setting bonds, ordering fines and entering sentencing orders

In addition, represent St. Clair County, all departments of county government and several municipalities located in St. Clair County, including the City of Moody, City of Springville, City of Ashville and the Town of Margaret. Responsible for prosecuting all criminal cases originating in the aforementioned police jurisdictions

Served the citizens of Alabama and St. Clair County as Assistant District Attorney. Responsible for prosecuting juvenile, misdemeanor and felony cases. Assisted law enforcement agencies in the investigation and preparation of felony cases and provided counsel to law enforcement agencies as requested. Further, prepared and presented cases for consideration to grand juries. Maintained contact with victims, witnesses and case agents regarding the status and disposition of cases. Responsibilities also included drafting search warrants, arrest warrants, indictments and filing with the court all motions and pleadings necessary for the expeditious prosecution of cases. Tried numerous serious felony cases before St. Clair County juries. Obtained convictions on murderers, child abusers, pornographers, drug traffickers, corrupt public employees, sex offenders and numerous other violent felony offenders. Conducted continuing education classes for law enforcement agencies and spoke to various community organizations on law enforcement topics.Accompanied law enforcement agencies during the execution of search warrants, felony offender apprehensions, drug eradication operations and clandestine methamphetamine lab eradications. Responded to crime scenes when requested by law enforcement and authorized autopsies when requested by the coroner’s office or law enforcement.

Presided over appeal hearings involving Medicare reimbursement issues and fraud / abuse hearings. Maintained contact between Center for Medicare Services, governmental contractors and healthcare providers. Additionally, presided over contested audit cases involving Center for Medicare Services and healthcare providers. Rendered thousands of written decisions on contested issues based on applicable law, regulations and Center for Medicare Services guidelines.

Litigation practice includes both tort and commercial cases. Commercial practice involves contract disputes and construction cases. Represent debtors and creditors in Bankruptcy Court. Matrimonial / family law area of practice involves representing both plaintiffs and defendants in divorce actions, paternity actions and child custody disputes. Criminal practice includes representing individuals charged with a wide variety of crimes. Real estate practice includes drafting deeds, residential loan closings and preparation of other instruments / agreements.
