Oversee the implementation and refinement of procurement processes for multiple DoD contracts awarded to the Firm. Execute all procurement activity after award as the Procurement lead with a signature authority of $100,000 and an average yearly spend of 10 million dollars in primarily IT procurement efforts across all supported projects. Responsibilities include, but are not limited to:• Strategic Process Implementation: Lead teams of internal and external stakeholders to strategically align purchasing with project objectives while abiding by Federal, State, and Local regulations, organizational policies, and prime contract restrictions. Strategically source suppliers to achieve optimal supply management of components critical to project success. Evaluate ongoing purchasing activity to identify points of improvements and potential opportunities for cost savings and increased operational efficiency. • Solicitation and Market Research: Conduct pre-solicitation evaluations of prime contract and FAR flow-downs, purchase requisition’s, BOM’s SOW’s, sole source justification’s, reps and certs, technical specification/evaluations, commerciality, sole source selection, and other factors to develop RFQ requirements. Conduct market research to identify and screen suppliers before utilizing RFQ, RFI, RFP, and other solicitation techniques to initiate the bidding process. • Contract and Procurement Execution: Evaluate proposals by utilizing price, cost, or financial analysis techniques that leverage price, risk, compliance, quality, terms, and other important criteria in order to make a best value determination. Conduct negotiations regarding price, terms and conditions, EULA’s and other outstanding issues prior to award.
