John is responsible for executive education programs for public sector executives. He manages the Masters Certificate in Public Management program as well as teaching in it. The Masters Certificate in Public Management is offered annually in Toronto and in Ottawa in partnership with the Sprott School of Business at Carleton University. The program is attended by executives, managers and emerging leaders at the federal, provincial and municipal levels of government and from the not-for-profit sector and charitable organizations. In addition John manages the Masters Certificate in Municipal Leadership as well as teaching in it. The Masters Certificate in Municipal Leadership is offered annually in Toronto. It is also provided as a custom program to municipal governments across Canada. It is attended by executives, managers and emerging leaders in local government.John also teaches a three day workshop for the Schulich Executive Education program called Performance Measurement for Government. He teaches a similar workshop for the University of Alberta School of Business.

John's consultancy focuses on strategic planning, performance measurement and program evaluation. His clients include government organizations at the federal, provincial/state and municipal levels in Canada and the United States. He also serves not-for-profit agencies and occassionally private sector companies.John Allen is a vendor of record with the provincial governments of Ontario, Manitoba, British Columbia, Nova Scotia and Nunavut, as well as the Canadian Evaluation Society and the Association of Municipal Managers, Clerks and Treasurers of Ontario.John often works in partnership with Power Analysis Inc., a program evaluation consulting firm headed by Dr. Robert Power of London, Ontario. John Allen and Bob Power have worked together since 1992 on a wide array of complex evaluations of government and public sector programs.

John implemented a government-wide performance measurement process called Managing By Results. Designed by Nestor Yurchuk, MBR was Ontario's first performance measurement process. John's task was to imbed MBR into the budget process and into decision making processes at the department level and across the government. MBR lasted until 1995 when it was superceded by a new but very similar business planning process. The conceptual framework of MBR is the underpinning of the Results Based Planning process of the Ontario government today.

John Allen was an advisor on issues of local government finance and performance. He was part of a major evaluation of regional government, where he demonstrated conclusively that the regional government form had both improved services and reduced cost compared to the former County-City form.John also developed a system of comparative performance measures for municipal services, an early precursor to today's Municipal Performance Measurement Program, in which he also played a significant role.
