Responsible for performing full project management responsibilities (major design tasks and supervision of engineering teams), providing technical leadership and conducting engineering design services for a variety of water and wastewater projects. Mr. Blondell also assists with marketing tasks, prepares proposals and scopes of work, and secures additional engineering work in the water and wastewater field.

Senior Project Engineer responsible for the design and management of gas and oil pipeline projects for the energy division. He is adept at preparing construction documents, and is familiar with local and State Permitting requirements.

Senior Project Engineer coordinated the design and development of water and wastewater engineering projects and assisted with proposal development and marketing tasks.

Mr. Blondell acted as Project Manager responsible for the lead design activities on utility projects including coordination among team members and customers, quality control of submittals and budget monitoring and reporting, and to assist with business development activities.

Project Engineer responsible for the preparation of studies and designs for water and wastewater treatment systems, pumping stations, water storage tanks, water distribution systems, and wastewater collection systems. He has provided recommendations for upgrades and renovations based on proposed growth, improved treatment methods, and/or achieving compliance with permit regulations. Additionally, he has been responsible for the design and preparation of construction contract documents based on local government requirements/criteria. Specific work has included the following tasks: client interface, permit acquisition, technical design of overall treatment/storage/conveyance based on given site/budget constraints and equipment performance, cost estimates, equipment selection, progress meetings, shop drawings, operations and maintenance manuals, project status reports, and responses to government agency review comments.Mr. Blondell typically undertakes multiple tasks for overall project management and assignment of task responsibilities to co-workers and engineering sub-consultants.Additional experience with preparing proposals, verifying invoices, preparing monthly progress reports, and performing presentations as required for both pre-qualifying/interviews for project awards as a marketing venture and speaking in a public workshop environment for public/local Town Council approval.

Project Manager responsible for the coordination and implementation of tasks pertinent to the development and adherence to the scope of a variety of multi-disciplined civil engineering projects. These tasks were immediately assumed in order to maintain the schedules and sound engineering performance of a multitude of projects (approx. 15) upon the departure of several key associate and principal personnel. Typical duties included: chairing progress meetings, assisting with the preparation of monthly invoicing as applicable to the specific projects assigned, preparing engineering sub-consultant agreements, developing and submitting a range of change order requests to existing engineering agreements (following through as required), providing monthly project updates and staff utilization projections to supervisory and principal personnel, providing technical administration and supervision to the project team members (including sub-consultants as applicable), interfacing with the client and State and Local permitting agencies, and providing quality assurance of design and overall project coordination as required.

CONSTRUCTION CONTRACT ADMINISTRATION AND INSPECTIONWASTEWATER COLLECTION SYSTEM DESIGNGENERAL ENGINEERING DESIGN AND REVIEW

Project Engineer and Lead Inspector who represented “ENGINEER” as defined by the contract documents for two wastewater treatment plants, buildings, piping networks, and pump stations ($15.2 million project). Primary duties included the following: inspect and witness tests of portions of the work (specifically utility installation and earthwork procedures) for conformance with project plans and specifications, modify and/or create design changes as required, prepare appropriate construction documents, review shop drawings, issue change/field orders (prepare cost estimates), justify same to County/State agencies for additional funding,; coordinate the activities of three prime Contractors as required to maintain project design intent, chair and issue written monthly progress meeting minutes, respond to requests for design interpretations as required, and prepare monthly status reports for County/State agencies; verify/modify as-built drawings and prepare operation and maintenance manuals as dictated by the project design intent and scope of engineering services; maintain engineering budget for services and supervise/review the work of up to six inspection personnel. Other duties included the design of four-marina pump out facilities and interface with DNR, marina owners, and equipment manufacturers as required.
