In coordination with our team, I have:* Helped establish our offices in Russia, Europe, UK, South Asia and the Middle East and provide continuing executive oversight for them.* Developed and maintain distribution channels for our literature in 40 languages. We currently have outreach to over 100 countries, including most of Europe, the former Soviet Union, the Middle East, Africa, South Asia, and Latin America. Our subscriber base is over 1 million people.I handle strategic planning, operations, budgeting, and staff management for our 15+ branch offices with roughly 50 employees. I also continue to perform pastoral duties for local congregations in Cairo, Egypt; Dieppe, France and in Seattle and do extensive public speaking before large audiences.

    Senior Systems Analyst (1999-2003) charged with implementation of a non-standard Auto product line (called insurQuest) using 3 main outside vendors. Developed/implemented a process to get the insurQuest product tested and ready for going live in about four months. In less than two years, the product line had over $250 million in annual sales. Efforts include:* Developed an excellent reputation with Product Management for identifying their business needs and coordinating with the developers to implement them in the product.* Developed a comprehensive requirements document and test suite from scratch.* Validating the complex Rate Order Calculation model that defined our product and helping Product Management to reconcile inconsistencies in product design.* Resolving numerous conceptual/technical issues in how the product should work across all platforms.Systems Manager (1997-1999) - headed the Agency Software Group in the Personal Lines department (PLS) of the P&C company, with 12 direct reports and a group of contractors ranging from 3 to 15. The group was responsible for the desktop auto quoting software used by our agent force. We redesigned and implemented a 32 bit Windows Internet compatible application with a 3-tier architecture, which represented new and risky technology for Safeco and cost $10+ million to develop ($4+ million in outside consulting fees). The project had fallen behind schedule and was over budget. The unit was also experiencing severe employee morale problems, and the entire effort was in danger of failing. I, along with senior staff and management, put the project back on track and was able to turn this unit into one of the premier development groups at Safeco. * Handled most of the detailed contract negotiations and monitored performance of the contractors, including identifying and resolving performance issues in a timely manner.

    During this period, I oversaw the set-up of our first branch office in Moscow, Russia. My time was divided between our literature distribution activities and pastoral work. I was one of four ministers from our association of 4,000 churches chosen to head up our mission to Russia in the early 1990’s. We began at ground zero, and despite the formidable barriers posed by the Russian political, cultural and economic system, we were able to conduct large evangelistic campaigns attended by over 40,000 people and have expanded our operation to include 100 Russian full-time missionaries serving roughly 200 congregations in the former Soviet Union.

Supervised the transfer of our hardware and software when King Country Medical (now Regence BlueShield) bought out WPS. Accomplishments included:* Development of highly effective business support software for a wide variety of systems.* Designing, coding, testing and maintaining a major redesign of our claims system to meet the specs of the national Inter-Plan Data Reporting system. The project was completed in a timely manner within budget to allow WPS to compete for multi-state contracts.* Troubleshooting user problems with software, hardware, and communications.* Overseeing system installations/upgrades, plus crash recovery, tuning, and backups. Enjoyed a reputation as being technically adept among the Prime field engineers.

Due to political issues with Midgetman and other replacement systems, the Minuteman system needed to have its life span extended beyond that originally designed. My system was used by weapons depot supply officers to estimate the quantities needed for life-time buys of parts when the production lines were shutting down.* Evaluation of simulation software to analyze large fault trees for the B1 bomber.* Installation and consultation for SPSS and BMDP on BCS timesharing services.* Estimation of engine performance data using polynomial spline models.* Development of a portable bar chart plotting routine for BCSLIB.* Re-screening and re-analysis of airline survey data for BCAC sales and marketing.

Accomplishments included:* Performing the majority of the statistical analyses, ranging from univariate tests of hypotheses through multiple regression and tests of Markov properties on the survey data.* Hiring and managing a team of eight people that interviewed 800 physicians and 300 mid-level providers with a response rate of over 96% (the norm is 70% or less), well within budget.* Oversaw all phases of survey work, from frame selection and instrument design through data quality control. Performed the Human Subjects Review process for one study.
