An employee in this class manages the operations of a plant that treats and disposes of wastewater in an environmentally safe manner. Work is performed in accordance with state and federal laws and regulations. Serves as operator in responsible charge (ORC) of the facility. Work involves planning and assigning work to subordinate supervisors, inspecting the operations of the plant through observation and analysis of laboratory results, insuring proper preventive maintenance and repairs of the plant, overseeing the operations of the laboratory, and supervising the industrial pretreatment, water reuse, and land application programs. Work also involves researching and recommending long and short range capital facilities and equipment construction and renovation and on-site coordination with contractors, establishing and maintaining records and reports necessary for full compliance with all regulations and for effective management decision-making, requesting necessary resources in the annual budget, and motivating, coaching, and insuring effective productivity of division personnel. Participates with management in planning for current and future capacity needs and plant modifications for increased efficiency or regulatory compliance. Manages the biosolids thickener facility and associated biosolids regulatory compliance program; coordinates run times, lab tests, hauling and solids loading; maintains records and files annual reports with EPA and the state; markets final product for beneficial reuse. Assist the Director of Public Works and Utilities with a wide variety of water resource duties, focusing on a long range water resource programs and issues;Supervises the Town’s pre-treatment program; supervises the administration of the Town's sewer use ordinance.Requests necessary resources for plant operations as part of annual budget process; requisitions supplies, chemical, equipment and other resources.
