Chief Operating Office of D’Angelo Consulting, LLC. This is small consulting firm specializing in asphalt materials, pavement design, materials testing, asphalt mix design, construction quality control and forensic evaluations.

As the Asphalt Materials Engineer and Asphalt Team Leader I direct the policy and technology transfer activities of the Federal Highway Administration in the 20 billion dollar area of hot mix asphalt pavement design, material evaluation, quality control and construction. I directly manage both a binder and mixture laboratory for development of new tests and specification in the area of asphalt binder and mixtures. The major activities underway include managing the $120 million dollar development and implementation of the Strategic Highway Research Program Superpave Asphalt Design System, initiating the further development and implementation of the new Mechanistic Empirical Pavement Design Guide to the state DOT's and developing programs to promote asphalt pavement warranties and performance related specifications. Development of improved construction practices and procedures such as Intelligent Compaction and improved Asphalt recycling, RPA, RAS, HMR, CIR, FDR were under my direction. I also, work closely with the FHWA's pavement research office to establish the agencies direction and programs for research on asphalt materials and pavement.

The Office of Technology Applications is the lead FHWA office responsible for technology transfer. Technology transfer involves evaluating research findings for applicability to standard practice and taking that new and innovative technology and transferring knowledge of it to state, local, and private agencies. My main activity for this time was implementation of the Strategic Highway Research Program Superpave Asphalt Design System to the highway industry.The OTA asphalt program includes mobile laboratories, The National Asphalt Training Center, Five Superpave Centers, and various cooperative agreements with State Highway agencies. The asphalt team consists of three full time FHWA Engineers with two mobile asphalt mixture design laboratories and a asphalt binder testing laboratory with full engineering and technician staff, to man the labs. The Asphalt labs were used to further the development of the Superpave system and demonstrate the latest design and testing techniques using locally available material at the construction site. These labs have proven to be one of the most effective ways to demonstrate new technology to the highway industry.

Programs I have been involved with include Portland Cement Concrete Pavement Restoration, Recycling Portland Cement Concrete Pavements, Construction of Prestressed Concrete Pavements, Field Management Asphalt Mixes, and the National Quality Initiative. Each of these programs centered on design and construction techniques, material testing, and construction quality control.

Federal Land Highway Program in the Washington DC area managing constructions projects. These projects covered many areas of highway engineering from steel bridges over water to embankment and pavement construction. As a construction engineer I was responsible for contract management, construction inspection, materials testing, and quality control.
