As the Asphalt Materials Engineer and Asphalt Team Leader I direct the policy and technology transfer activities of the Federal Highway Administration in the 20 billion dollar area of hot mix asphalt pavement design, material evaluation, quality control and construction. I directly manage both a binder and mixture laboratory for development of new tests and specification in the area of asphalt binder and mixtures. The major activities underway include managing the $120 million dollar development and implementation of the Strategic Highway Research Program Superpave Asphalt Design System, initiating the further development and implementation of the new Mechanistic Empirical Pavement Design Guide to the state DOT's and developing programs to promote asphalt pavement warranties and performance related specifications. Development of improved construction practices and procedures such as Intelligent Compaction and improved Asphalt recycling, RPA, RAS, HMR, CIR, FDR were under my direction. I also, work closely with the FHWA's pavement research office to establish the agencies direction and programs for research on asphalt materials and pavement.
