After Bonneville Power Administration's energy efficiency funding was cut, Seattle City Light continued to offer energy efficient programs. The BUILT SMART Program was an extension of the Super Good Cents Program sponsored by the BPA. Because the BPA funding restrictions were removed, I was able to develop a program that incorporated energy efficient incentives not offered by the BPA. R-26 walls, highly efficient thermostats and upgraded whole house fans were some of the new measures offered. During my tenure as program manager, 14,000 market rate and affordable housing multifamily units were certified as BUILT SMART. This program continues today and engages developers building multifamily housing in the Seattle area.
