John D. Gregory retired in 2016 as General Counsel in the Justice Policy Development Branch, Ministry of the Attorney General (Ontario). After clerking for the Chief Justice of Canada, he was called to the Bar in 1977. He practised commercial law as an employee then partner with Wright & McTaggart in Toronto until 1985, when he joined the provincial government. With the Ministry he worked on (among other things) alternative dispute resolution, including international and domestic arbitration statutes, the Commercial Mediation Act and the family arbitration amendments in 2006, commercial law, defamation policy, liability policy, provincial offences (including photoradar), private international law (ICSID, Cape Town Convention, Vienna Sales Convention), division of pensions on family breakdown, and daylight saving time. In 2010 he was lead support to the Attorney General’s Advisory Panel on Strategic Litigation Against Public Participation (SLAPP), which led to legislation in 2015. His work on public accounting regulation included the development of the current framework legislation for public accounting and for the three major accounting bodies, as well as involvement in a dispute on labour mobility under the Agreement on Internal Trade. He has been involved in the legal implications of electronic communications. He led the working groups for the Uniform Electronic Commerce Act and the Uniform Electronic Evidence Act, both widely adopted in Canada. He was on the Canadian delegation to the United Nations Commission on International Trade Law (UNCITRAL)’s working group on e-commerce from 1997 to 2013. He was been active in the Cyberspace Committee of the Business Law Section of the ABA from 2002 to 2016. Since 2018 he has served as a legal consultant on the law of e-commerce for several UN bodies in Asia.He served as President of the Uniform Law Conference of Canada. He was also until 2021 the president of the Agora Foundation, which publishes the online journal on the charitable sector, The Philanthropist, and a columnist for the collective law blog Slaw.ca.
