The Maryland Aviation Commission is the Board of Directors for Baltimore/Washington International Airport (BWI). Its members are appointed by the Governor of Maryland for renewable three-year terms.

Extensive aviation policy and regulatory experience as a negotiator, economist, transportation industry analyst, and manager with the Department of Transportation and the Civil Aeronautics Board, with expertise in international negotiation, advocacy and representation, economic analysis and regulation, and U.S. and foreign aviation policies and regulations.

INTERNATIONAL NEGOTIATION AND REPRESENTATION•Senior member of the U.S. delegation in negotiations on the U.S.-EU Air Transport Agreement and U.S.-EU Joint Committee.•Senior member of U.S. delegations in “open skies” and other market-opening bilateral air services negotiations.•Managed U.S. policy and relations on economic issues with the International Civil Aviation Organization (ICAO). U.S. representative to the Economic Commission, Air Transport Regulation Panel, Facilitation Panel, and Air Transport, Airport and Air Navigation Conferences.•Developed policy positions on international issues associated with DOT initiatives to address delays and congestion at New York-area airports.•DOT’s primary staff representative in discussions and negotiations with the European Commission and member states on controversial EU environmental regulations including Emissions Trading Scheme (ETS) and hushkit regulation.•Developed U.S. positions on EU regulations regarding air services, state aid, user charges, airport slots, ground handling, noise and emissions, taxes, consumer rights, competition policy, security and facilitation.•Represented DOT at WTO negotiations.•Developed concept and helped negotiate the Multilateral Agreement on the Liberalization of International Air Transportation (MALIAT).•Represented the U.S. at APEC air services meetings.•Represented the U.S. in OECD meetings to develop a draft multilateral air cargo agreement.ECONOMIC ANALYSIS AND REGULATION•Developed exemptions from DOT’s tariff-filing requirements for fares in open-skies markets.•Directed research and coordinated DOT-Justice Department team for DOT show-cause order to revoke the antitrust immunity of the International Air Transport Association (IATA).•Initiated and developed DOT condition limiting airline tariff coordination in alliance cases.
