1. Provide leadership to the Contract Engineer and a team of technicians to carry out preventive maintenance, planned shutdown, and breakdown repair of all static equipment and support the rotating equipment repair in the refinery to meet operation and safety objectives. 2. Participate in the waste management committee and carry out follow-up actions to reduce product loss, energy-saving, minimize steam and compressed air wastage, etc. 3. Plan, specify requirement, inviting tender, evaluate tender, negotiate the contract, buy material and execute shutdown repair of heaters, boilers, exchangers, towers, drums, vessels, cooling tower, stack, etc. during breakdown maintenance and plant outages. Familiar with various codes such as API, ASME, NFPA, etc.4. Specify requirement and negotiate with contractors to establish alliance term contract for piping and fabrication work, tankage repair work, painting, exchanger repair work, etc.. Achieve substantial cost saving (about 10% ) during the contract renewal negotiation in 1999. Participate in Contractor Review Committee to ensure only qualified contractors are allowed in the refinery.5. Manage and work well with several in-house contractors with over a hundred workers to provide maintenance support for the plant in a safe and cost-effective manner.6. Participate in the development of some equipment PM program and technician-training program.7. Participate in the review of some refinery EHS procedures and lead job safety analysis for hazardous work.8. Engage shipyard to carry out pollution control vessel repair and participate in sea trial for quality acceptance. Responsible to carry out repair of wharf, berth, and jetty facilities to support smooth shipping operation.
