Responsible for completing data requests involving human resource data systems and for providing data validation testing for business intelligence and data visualization tools.

The primary role of this position is to conduct program evaluations, data training and train school and program staff and other educational partners in data-based decision-making. Primary responsibilities include the production of original district requested research and evaluations. Lead and participate in the approval and data gathering processes for internal and external research and evaluation projects. Responsible for organizing and managing district assessment staff. Duties include:• Planning staff development for research, evaluation, and assessment staff; • Collaborating with Technology Services to address computerized testing, data storage and data requests; • Creation and implementation of new data visualizations;• Creation of multivariate predictive and evaluative models; and• Training staff on the appropriate use and interpretation of data.

My primary responsibility was to lead a team that analyzed data about students and student achievement to assist in evaluating the effectiveness of instructional programs and in developing improvement strategies; produce meaningful reports for the Board of Education, staff and the public. Also to assist in providing accurate enrollment projections.Duties Include: • Assist in administration of district-wide testing and assessment programs; assist in reporting and disseminating results of such programs. Assist administrators, teachers and the larger community to interpret results in an appropriate and useful manner.• Conduct research as mandated by the Board of Education and Superintendent; conduct reviews of research literature as needed to advance the use of best educational practices in the district.• Assist with internal program evaluations in response to local, state and federal mandates. Work closely with other district staff to advance data-based decision-making in the district. Provide external evaluation contractors with access to student data and assist in its interpretation. Conduct analyses and submit various reports to state and federal agencies as required.• Develop and implement guidelines and procedures relating to student record retention and privacy of student data; make recommendations for changes in district policy.• Assist with the development and implementation of student assignment procedures, working closely with the Student Placement Center, Area Superintendent, site personnel and the Transportation Department.• Lead the processing of applications by outside agencies to conduct studies in Saint Paul Public Schools. Serve as a consultant to district employees on research design, statistics and measurement theory.• Participate in district-wide planning committees. Represent the district at meetings of national organizations and on committees of community organizations.

Responsible for creating data collection, reporting and visualization focusing on an implementation of the Baldridge Cybersecurity Initiative. Data collection required the protection of proprietary sub-contractor information with an ability to aggregate data across sub-contractors to allow for the extraction of patterns and knowledge using data mining techniques. Reporting and visualization also required reporting of secure information only to authorized users while using aggregated data to add additional insights.

Responsible for the district endorsed research and evaluation; test data management; and administering online assessments published by the State of Minnesota. Duties include:• Create analysis frameworks for evaluating new and existing programs;• Creation and implementation of processes to manage data coming from new standardized and non-standardized assessments;• Creation of new reports to assist teachers and administrators in the analysis of assessment and accountability data;• Train teachers and administrators in the appropriate uses of assessment data; and • Train teachers and administrators how to access multiple types of data from multiple sources, assessment; attendance; discipline records; and grades, from either the operational databases or data warehouses.

Responsible for the development and administration of results measurement activities related to state and federal requirements for academics under the No Child Left Behind Act of 2001. Duties include:• Establishing a plan for implementing federal and state requirements related to accountability to ensure that goals and objectives are developed around valid and reliable data; • Oversee the activities of research and evaluation consultants to ensure timetables and deliverables are met;• Direct other NCLB and department staff at all levels as they relate to results measurement and program evaluation;• Oversee the process of data collection related to accountability requirements under both federal and state laws;• Direct the development of training sessions on results measurement and adequate yearly progress for both internal and external personnel;• Lead the development and implementation of results measurement and academic performance policies and procedures; and• Lead the development of program results reports and provide testimony on results to agency, state, and federal officials.
