Freight & Passenger Rail Bureau: One of two Project Team Leaders in the Bureau where I was responsible for planning and project management of approximately 50 State-funded multi-year railroad capital projects totaling about $250M for clearance, capacity and capability improvements with half of the 48 Class I, Class II and Class III railroads in New York State. Responsible for projects with Counties, Industrial Development Agencies, two upstate Port Authorities, and private non-railroad entities which own railroad or freight terminal facilities. Evaluated, scored and ranked project grant applications for each year's Passenger & Freight Rail Assistance Program. For six years, served as the NY State DOT representative (locomotives) on the Technical Subcommittee of the national Next Generation Equipment Committee (NGEC). For four years, led the Locomotive Specification Team which developed Revision A to the PRIIA Diesel-Electric Passenger Locomotive Specification and developed the new Dual-Mode (DC 3rd Rail) Passenger Locomotive Specification.

Inspected operations to insure that automotive and intermodal cargo was loaded and unloaded in a damage-free manner in accordance with the standards of the Association of American Railroads. Responded to derailments in my territory (East of Syracuse NY to Boston, MA, north to the Canadian border and south to Kingston, NY) and supervised the salvage and transload of cargo from damaged railcars.

Served on the Automotive Business Group Project Team with the Information Technology Department to design the Terminal Operations and Inventory Control System (TOIS); implemented the system installation at all Auto Terminals on the Conrail System.

Managed the Conrail Auto Terminal at Newark, DE; supervised stevedores in the loading and unloading operations of Ford and Chrysler vehicles in accordance with manufacturer and AAR standards; coordinated with Chrysler Logistics, Assembly Plant, and haul-away trucker management.

Prepared and monitored the annual operating budget of approximately $19M for Conrail Auto Terminals, which operated automotive loading and unloading facilities for finished vehicles on Conrail. Prepared and submitted capital project proposals to increase efficiency of terminal and information operations.

Managed the 800 vehicle fleet in the Conrail Northeastern Region, which included New York State, Massachusetts, Connecticut, and Rhode Island. This fleet supported Maintenance of Way; Communications & Signal; Mechanical; and Transportation Department operations.
