Work with the Company President/CEO to develop and implement corporate policies. Manage contract performance, oversee and provide direct management to subcontractor personnel. Pursue business development opportunities by working with industry partners to identify teaming opportunities. Successfully won several efforts and helped to streamline Company’s business practices.

Oversee a multi-company interdisciplinary team, the primary interface between the US Government client and the contractor team, managing workflow, and addressing personnel issues, including mentoring new hires. Policy and programmatic oversight for Department of Defense (DoD) CWMD/nonproliferation-related security assistance programs. Programmatic lead for engagement/coordination with other DoD organizations (Joint Staff, COCOMs, OSD, etc.), the Intelligence Community, the U.S. Interagency (NSC, State, DOE, DHS, etc.), and International Partners.Develop and present information for action by senior-level DoD and U.S. interagency leadership to advance U.S. national security objectives. Draft and coordinate white papers and action memos to initiate new security assistance activities. Work internally within DoD (Joint Staff and relevant Combatant Commands) and the interagency generating support for new efforts. Develop strategic policy guidance and oversight for the DoD’s nonproliferation activities; reorienting scope of work to stay ahead of the rapidly changing domestic and international political environments, and the ever-evolving threat. Successfully completed numerous sensitive bilateral engagements, requiring significant negotiation and coordination with International Partners, the U.S. interagency (i.e. NSC, State, DOE, DHS, etc.), and other DoD stakeholders.

Programmatic and policy analysis support for the Strategic Offensive Arms Elimination and Global Nuclear Lockdown Projects in Russia and Ukraine. Managed matrixed project management teams. Ensured the programs adhered to program baseline parameters and complied with international treaty requirements, U.S. laws, DoD Regulations, and corporate ethical standards. Conducted technical and cost analyses of contractor proposals and participated in contract negotiations with U.S. andinternational performing contractors. Ensured compliance to work scope, prices, and other contract terms.  Led project execution and implementation oversight of multiple projects in Russia, China, Kazakhstan, and Ukraine. Successfully negotiated several new international agreements with partner Executive Agents.

SECTION MANAGER/DEPUTY PROGRAM MANAGER (2010 – 2016)Deputy Program and Section Manager under the Vice President for National Security, managing personnel, overseeing contract performance, and pursuing business development opportunities. Earned several awards under a Homeland Defense contract vehicle and supported the winning bid for a contract within the Office of the Secretary of Defense.

• Served as the contractor Project Manager for the Liquid Propellant Intercontinental Ballistic Missile and Liquid Propellant Submarine-Launched Ballistic Missile Elimination Projects of the Defense Threat Reduction Agency’s Cooperative Threat Reduction Program• Represented the United States Government in international negotiations • Provided technical analysis of Soviet-era nuclear weapons and their associated ballistic missile delivery systems• Tracked political developments in the Russian Federation and the other states of the Former Soviet Union

• Provided top-level analysis to the warfighter liaison office within the Missile Defense Agency (MDA).• Interfaced with the Combatant Commanders (COCOMs), Component Commands, and Services to coordinate and resolve high-level missile defense issues and was the Deputate lead for the Flag Officer/General Officer (FOGO)-level MDA/Armed Services Board of Directors meetings. • Served as a member of a senior leadership advisory group on Ballistic Missile Defense System integration, deployment, logistics and training• Developed briefs and papers on a variety of top-level COCOM/Service issues for MDA senior leadership review and decision.

• Development lead for high-level Agency policy documents, including the MDA Charter, Agency-level Memoranda of Agreement and Understanding with other DoD entities, strategic concepts, and public release documents • Development lead for FOGO-level decision papers and briefings to the Office of the Secretary of Defense (OSD), Congress, and the General Accounting Office characterizing program issues and recommending courses of action for policy and legislative issues• Deputate representative and liaison to high-level Agency and external meetings, and served as the Deputate Subject Matter Expert on Arms Control, Command and Control, Testing, System Engineering, and Warfighter issues• Tracked and provided analysis on developments within MDA, Congress, and the DoD that would affect the program.

Performed research, generated briefings, coordinated action items, managed program budgets for several projects in the Tactical Technology Office of the Defense Advanced Research Project Agency

• Provided critical management support for the Director of the Joint Staff by managing a small team of Declassification Analysts located off-site with the client. • Cultivated a cordial and productive relationship between the company Program Manager, my team, the Federal oversight authority, and myself.• Determined the releasablity of historically relevant classified materials in accordance with Executive Order 12958 for the Joint Staff and Office of the Secretary of Defense. • Provided Quality Assurance reviews and assisted in the training of new Declassification Analysts• Developed training and resource materials.
