Consents lead for (Costain, VINCI Construction Grands Projects and Bachy Soletanche Ltd (CVB) joint venture). Leading a team of eight from Schofield Lothian managing approximately 1000 consents to deliver the eastern section of the Thames Tideway Tunnel comprising two tunnel drives and six shaft sites across six London boroughs. These include planning, EA, PLA, MMO, highways and other regulatory consents. Key activities include:• Discharge of planning conditions relating to new structures in the river Thames, control buildings and vent columns, listed buildings, areas of public realm and construction related management plans.• Planning permissions for works outside the DCO including new mooring facilities, noise mitigation, MEICA control buildings and river walls. • Listed building consent for settlement monitoring.• Land agreements with third parties to facilitate additional works not envisaged during DCO.• DCO condition discharges through the protective provisions under EA, PLA and MMO protective provisions. • Securing additional marine licences through the Marine and Coastal Access Act (2009).• Securing additional environmental permits through the Environmental Permitting Regulations (2016). • Securing additional river works licences through the Port of London Act (1964).• Leading negotiations with consents granting bodies and statutory consultees including Boroughs of Southwark, Lewisham, Tower Hamlets, Greenwich, EA, MMO, PLA and Historic England.• Presentation at project-wide forums (planning, EHO, river regulators) and planning committees.• Ad-hoc consents advice through site based construction team meetings.• Developed management tools to manage approximately 1000 consents including consents and associated deliverables register, project controls dashboard for reporting and consents management plan.• Risk and cost management, identifying risks their probability and mitigation and additional costs associated with proposed design changes.

Thames Tunnel: London Tideway Tunnel Project Team (Thames Water plc): Central section Town Planning Manager and stakeholder lead covering four London local authorities. Responsible for the management, supervision and activities that will ensure the successful submission of a Development Consent application to the Planning Inspectorate for a Nationally Significant Infrastructure Project. In addition responsible for all agreements with four London local authorities including property heads of terms, S106 and asset protection agreements.London 2012 Enabling Works: Olympic Development Authority. Planning Agent providing planning advice and management of planning consent process for London 2012 enabling works on behalf of ODA, including liaison with contractors, project management, ODA Planning Delivery Team, 4 local planning authorities and statutory bodies including the EA. Project included the remediation of the contaminated land on 75 Ha Olympic Park in Stratford, London.London 2012 Handball Venue: Buckingham Group Contracting Ltd (BGCL): Planning Agent providing planning advice and management of planning consent for London 2012 Handball Venue on behalf of BGCL, including liaison with contractors, project management, ODA Planning Delivery Team and statutory bodies.The London Organising Committee of the Olympic Games (LOCOG): Engineering Services Provider: Planning Delivery Manager responsible for providing technical supporting documents for town planning submissions and Environmental Impact Assessments for all London 2012 venues.Cross London Rail Links: Contract C124 Tottenham Court Road Station: Town Planning Manager for Tottenham Court Road Station and responsible for obtaining all planning consents, managing the undertakings and assurances made to parliament and providing advice relating to the powers contained within the Crossrail Act.

My primary role was determining planning applications under the Channel Tunnel Rail Link (CTRL) Act for works by the CTRL and LUL Kings Cross upgrade projects. Other duties included: Determining planning applications; Assisting in the coordination of a local public inquiry; responding to Environmental Impact Assessment Scoping Opinions, providing input into Kings Cross Opportunity Area Planning and Development Brief, responding on other borough applications, producing initial draft Area Action Plan, setting up databases to record consultation on planning brief and major applications; and attending local consultation events.

Working within a team under the direction of Planning Manager, responsible for the production and day to day management of detailed planning submissions required to construct the Channel Tunnel Rail Link. Duties included providing direct access to client for liaison with design and construction teams; managing and co-ordinating the production of planning submissions, appeals and reports; liaising and negotiating with local planning authorities in London and in Kent; providing interpretation and advice on consents matters; co-ordinating the overall consents program for CTRL Section 1; and negotiating planning decisions with local planning authorities.
