I am a retired technical project manager, principal systems engineer and system architect with over 39 years of experience in the aerospace industry. I have successfully led both small (less than 10 people) and large (over 250 people) projects and organizations in a variety of phases of systems development. My focus has been on early requirements capture, business acquisition and avionics systems definition. I was a Corporate Finalist in 2017 Engineer of the Year recognition at Collins Aerospace.The last 20 years of my career have focused on integration of Unmanned Aircraft Systems into the National Airspace System and developing the supporting standards to enable those efforts. During my final three years I concluded my career as the Co-Chair of RTCA Special Committee 228 Minimum Operating Performance Standards for Unmanned Aircraft Systems. This group of several hundred wide-ranging stakeholders provides industry consensus recommended standards to the Federal Aviation Administration as a basis for aircraft certification and operational approval.The first half of my career was focused on manned aircraft integration programs, in both military and commercial applications. I served as Chief Engineer, Technical Project Manager or Lead Systems Engineer on a series of programs of increasing complexity. This included serving three years as Chief Engineer / Technical Project Manager for KC-135 Global Air Traffic Management program leading an engineering team of over 200 members at peak of development.I am an Associate Fellow of American Institute of Aeronautics and Astronautics (AIAA) where I served in a number of leadership roles at both the state / regional and national level. I am the 2017 recipient of the AIAA Dr. John C Ruth Digital Avionics Systems award, a national level recognition.Knowledge / Expertise / Skills• Technical Project Management: Management of the budget, personnel, risks, and schedule of focusing on balancing system scope, cost, and schedule constraints.• Consensus Leadership: Leading diverse groups of stakeholders, often in a voluntary association, to identify solutions that can be supported by strong consensus of the significant majority of participants.• System Architect: Creating conceptual models of the structure and behavior of a system, often through modeling and abstraction at various levels of characterization.• System Engineer: Design, specification, integration and test of systems, from simple federated designs to complex systems-of-systems with highly integrated interconnections.

Led the Collins Aerospace component of this jointly funded Cooperative Agreement with NASA to provide early waveform and system prototype development and testing of Command and Non-Payload Communication (CNPC) for Unmanned Aircraft Systems (UAS). This work informed technical standards in support of civil certification of UAS operating in the National Airspace System (NAS). This work provided much of the technical basis for RTCA DO-362, Minimum Operating Performance Standards (MOPS) for C2 Link Systems (Terrestrial) in September 2016. This MOPS was the basis of FAA Technical Standard Order C213 Unmanned Aircraft Systems Control and Non-Payload Communications Terrestrial Link System Radios, effective March 9, 2018.
Uas Avionics Architect / Principal Systems Engineer
Technical focal for airspace integration efforts for Unmanned Aircraft Systems (UAS) in National Airspace System efforts at Collins.Included over a year and a half on full time assignment with Business Development to support generation of the original UAS business plan. This lead to the first series of customer contacts and active participation in various industry forums to establish our presence as a leader in the marketplace.Included significant involvement in various industry standards activities during the entire period, including leadership roles in RTCA Special Committees 203 and 228.
Chief Engineer / Technical Project Manager For Kc-135 Global Air Traffic Management
Led the technical team for this $650M strategic program during pursuit, business capture and program execution through First Article Test. As technical Lead for the Business Capture Team I was responsible for the Technical Volume with all supporting appendices and presentation of the technical solution at orals during source selection. The last year and a half of the assignment was providing project management and technical leadership for a 200+ engineer peak-level technical effort with over $60M non-recurring engineering effort, carried project through Critical Design Review. This included high level critical analysis of complex financial project execution, with routine reporting to executive level.The Global Air Traffic Management (GATM) program provided a significantly enhanced suite of Communication / Navigation / Surveillance / Air Traffic Management (CNS-ATM) capabilities to enable the KC-135 platform of the U.S. Air Force strategic tanking fleet to retain routine access to global civil airspace by integrating emerging commercial requirements for full airspace integration. This program was the first such to be certified within the Air Force, recognized by civil aviation authorities as compliant to civil airspace requirements.
Cns/Atm Technical Focal In Business And Regional Systems
I provided enterprise-wide support to all products, all programs in Business and Regional Systems for development of CNS/ATM capabilities. Inherent to the role was support of various industry committees, attending conferences and presenting papers on behalf of Rockwell Collins. Major focus in this period was RTCA Special Committee 189, Air Traffic Services Safety and Interoperability Requirements, which defined performance standards for Controller Pilot Data Link Communication and Automatic Dependent Surveillance – Addressed and other capabilities.

Provided technical support for early market development in Russia. This included developing relationships with key vendors as partners for integration offerings on various Russian aircraft.
