Senior executive responsible for leadership and development of CSC’ state and local solutions organization. Responsibilities encompass oversight of state and local operations, contracts, business development to include marketing and sales, development and execution of CSC’s state and local strategic business plan, management of new business opportunities and their development, and direction of CSC’s solution strategy for the state and local markets. Directs division resources responsible for finance, administration, software development and engineering, solution architecture, SEI CMMI compliance, and P&L management.

Senior executive responsible for development and leadership of the Government Markets organization within AMERIGROUP. Responsibilities encompass business development to include marketing and sales, strategic planning, opportunity management and development, proposal development and the market strategy and research functions. Leads a team of highly skilled, knowledgeable staff who serve as the lead sales team for AMERIGROUP in new and existing markets; developing opportunities utilizing a consultative selling approach at the executive level within state government including the executive to legislative branches, and CMS and member and provider advocates. Manages the Marketing Operations unit who are responsible for development and maintenance of AMERIGROUP proposal responses, white papers, RFI responses, presentations and other marketing collateral. Led the development of AMERIGROUP’s first marketing/sales database utilized to capture and store critical information regarding state clients, opportunities and competitor information. Established and directs the Market Strategy unit responsible for the market research and analysis functions within AMERIGROUP.

Senior executive responsible for the business development, marketing and sales, strategic and tactical plan development, acquisition and alliance planning, and recruitment of senior level staff. Develop worldwide healthcare business strategy. Ensure achieving double-digit revenue growth rates for Unisys in the public healthcare business segment. Serve as Unisys representative to: all federal, state, and local government healthcare contracting and oversight agencies; private insurance and managed care business executives; user groups; industry associations; healthcare systems and services vendors. Direct the design, development, and marketplace deployment of a next generation Medicaid Management Information System (MMIS) that will revolutionize Medicaid processing. Develop budgets, perform variance analysis, oversee capital expenditures, and assume full P & L accountability for organization.

Responsible for overall direction and management of the Payer Revenue Service Group business unit, including the TPL Recovery operations unit and the CDR credit balance recovery unit in Baltimore, Maryland. Directed all aspects of the operation for each TPL recovery contract, including business development functions, client services, revenue maximization projects, and business unit information technology projects; responsible for full P & L for each contract and for annual growth objectives.
