Metro AreaJohn retired with over 30 years of service as a defense analyst, management analyst and congressional investigator in the Legislative Branch. Working for the Government Accountability Office or on loan to the House Appropriations Committee he was a team leader or project manager for a wide-range of Congressional assignments. For four years he worked on the House Appropriations Committee’s select Surveys and Investigations (S&I) Staff on a number of high-priority assignments. The S&I staff reports directly to the Committee Chairman and operates separately from the other Committee staff and subcommittees. On one S&I assignment his work led directly to the adoption of the KC-135E interim JT3D re-engining program by the Air Force. He also worked for other congressional committees, Members of Congress and the Comptroller General. His last assignment, for the House Armed Services Committee, was leading the legislatively-mandated Future Combat System (FCS) team—five analysts in Washington and Huntsville, AL,—looking at 18 new Army weapon systems and a computer network being designed and developed to transform the Army. Based on the team’s recommendations and testimony Congress and the Army restructured the $200 billion plus procurement program. The FCS program was eventually canceled after John’s retirement.
