About John Thelen
I am an employee of Canada's nuclear regulator, the Canadian Nuclear Safety Commission (CNSC). My career includes more than 25 years of successively more complex technical and supervisory work duties dealing with industrial and nuclear facility operations and legacies. My career began in New Jersey and Maryland as an environmental remediation specialist planning and conducting fieldwork campaigns at contaminated EPA Superfund sites. A move back to Canada resulted in a career reboot in 2007 as a CNSC project officer and inspector of nuclear fuel cycle facilities and waste management facilities. More recent responsibilities include: providing strategic advice to executive management; communicating with various stakeholders including indigenous groups; collaborating with provincial, federal and international regulatory bodies; and leading CNSC teams responsible for licensing, compliance and enforcement programs.
Listed skills include Risk Assessment, Environmental Impact Assessment, Environmental Awareness, Environmental Compliance, and 23 others.

Director (Acting) - Operations Inspection Division - Regulatory Operations Branch
Director - Operations Secretariat - Regulatory Operations Branch
I am extremely excited to lead a strong team focussed on four key areas: CNSC's licensing program, compliance program, regulatory improvement initiatives, and providing coordination/support for various ops-focussed national and international events and activities.
Director - Internal Quality Management Division
Manager of an amazing team responsible for CNSC's internal management system, our compliance & enforcement program and also implementing various improvement initiatives with an aim to strengthen our culture of safety.
Team Coordinator - Nuclear Substances Processing And Fuel Fabrication Facilities
Responsible for conducting inspections and coordinating the oversight of compliance verification of licensee health, safety, security, environment, and quality programs necessary to meet CNSC’s regulatory requirements.
Inspector & Senior Project Officer
Lead inspections at Canada's uranium processing facilities and other licensed facilities that process nuclear substances (radioisotopes) for medical and industrial applications; mentor new inspectors and inspectors-in-training; instructor of a mandatory hazard awareness training course for inspection team members.
Program Supervisor - Major Decommissioning And Waste Management Projects
Major Decommissioning Projects, Directorate of Nuclear Cycle and Facilities Regulation. Direct oversight of eight direct staff as well as indirect leadership over dozens of CNSC technical staff brought together to plan and implement licensing and compliance programs for three major Canadian Nuclear Laboratories (CNL) projects: (i) a licence amendment request for a Near Surface Disposal Facility (NSDF) at the Chalk River Laboratories (CRL) site; (ii) a licence amendment request for in situ disposal of the Nuclear Power Demonstration (NPD) reactor and its related components, systems and structures as part of the NPD Site Closure Project; and, (iii) a licence renewal request for the Whiteshell Laboratories site, as well as a request for in situ disposal of the WR-1 reactor. All three of these major projects are undergoing both Canadian Environmental Assessment Act, 2012 (CEAA 2012) and CNSC licensing regulatory actions simultaneously. This role gave me an opportunity to simultaneously take on technical, project management and financial management responsibilities. This included the coordination of in-depth technical reviews of safety analysis and environmental impact assessment reports. Supervision of senior staff involved in carrying out inspections, site assessments, and technical assessments of nuclear and industrial facilities as well as contaminated land.
