Manager Of Water Quality & Industrial Surveillance
CurrentPlans, organizes, manages and controls the activities of Water Quality and Industrial Surveillance (WQIS). Protects District personnel, property, the environment and the general public from harmful industrial discharges and spills. Coordinates activities with other District departments and outside agencies. Oversees environmental monitoring activities and all pretreatment aspects of NPDES compliance. Reviews and updates Titles I and II of the District’s Code of Regulations. Administers District customer use programs including Sewer Service Charge Based on Usage of the System (SSCBOUTS), surcharge, water leaks and other Code of Regulations matters. Determines proper levels of staff training. Adheres to operating budget. Performs other duties of a similar nature as may be required.Plans short- and long-term objectives for Water Quality section. Develops strategy, formulates policy and develops budget for the activities of WQIS.Directs and manages the enforcement of Federal and State regulations, the District’s Code of Regulations, the environmental monitoring program, emergency response, and other Water Quality programs.Maintains good public relations by communicating with and developing working relationships with government officials, industry and the general public.Analyzes State and Federal regulations affecting industrial users and water quality for content applicability and evaluates the potential impact on the District and the District’s industrial customers.Supervises personnel by setting standards of performance, evaluating work in progress, coaching and advising on development and maintaining discipline when necessary.Advises industrial users as to the regulations, their obligations, and programs to ensure adherence. Recommends action for water leak reimbursement, applications for Non-User/Non-Discharge Status and the SSCBOUTS program.Coordinates response to emergencies to the environment during and outside of regular work hours.
