IRD Duhallow's RaptorLIFE is a 4.5 year programme (2015-19), whose overarching objective is to bring local communities together to better manage upland and freshwater habitats within the Duhallow area. RaptorLIFE is an ambitious project in terms of scale (large project area joining two Natura 2000 sites) and political sensitivities. For this reason, the project has concentrated on building effective partnerships with the local community and relevant Statutory Authorities.

This EPA funded project was collaboration between IRD Duhallow, Cork County Council and Mary Immaculate College of the University of Limerick. This research conducted interviews with programme managers and other key stakeholders from eighteen collaborative catchment projects, with ten case studies from the island of Ireland and eight case studies from abroad. Problems, including gaps, barriers and constraints encountered in the implementation of an Integrated Catchment Management programme are identified, and recommendations are made to help guide the management of a collaborative catchment group.

Coordinated State of the Environment (SOE) monitoring and council wide reporting on environmental performance (Annual monitoring report and SOE report).Supervised and advised on the preparation and implementation of State of the Environment monitoring programmes for lakes, rivers, soils and air, regional plans and other environmental standards, including a recreational bathing programme.Provided technical advice and expertise including data and trend analysis derived from the Council’s environmental monitoring programmes to inform policy development, national working groups, community catchment groups, and media enquiries.Carried out inspections, investigations and when necessary, collected evidence in response to environmental incidents. Was responsible for subsequent reports and follow up, including enforcement action.Coordinated the activities and work programmes of the SOE team, including supervision and performance feedback as required.

Prepared and implemented monitoring programmes for assigned resource consents including; site inspections, sample collection, measurements, recording, reporting, follow up and enforcement of compliance. Assisted with the implementation, review, and reporting of environmental monitoring programmes for soil, freshwater, bathing sites, and coastal waters in collaboration with other relevant council staff. Was responsible for a high level of field work and data quality (ISO 9001) required at all sampling sites.Provided advice to the Council and staff on the Council’s SOE reporting programme, including soil, freshwater and bathing beach reporting.

Wellington & Wairarapa, New Zealand

Lead author on two reports on potential flood frequency and inundation under different climate change scenarios for the Hutt River in Wellington, NZ. The findings from both reports were used to inform a workshop on the projected increase in flood risk under climate change scenarios in the Lower Hutt area, its social and economic implications, and response options.Tutored three undergraduate classes and demonstrated on a second year field trip.
