Directed the oversight of NAVFAC world-wide delivery of products and services supporting the Navy and Marine Corps shore installation infrastructure. Support consisted of $8B of contracted services and $3B of in-house services supporting planning, real estate, environmental, design, construction, maintenance, and operations of facilities and utility systems across 91 installations.

Led an organization of 500 personnel providing $500M of annual contracted and $100M of in-house facility and utility services for the combined Navy, Marine Corps and Air Force missions supporting 16,000 military and family personnel. Facilities/infrastructure requirements included airfields, wharfs, ordnance storage, warehousing, communications, recreation, training, security, utilities, dining, and housing functions across 36,000 acres.

Served as Operations Officer and, subsequently, as Executive Officer leading a 3,500-staff workforce providing $1.5B of contracted and in-house support to 13 Navy and Marine Corps installations across 7 states. Managed the consolidation of 17 labor unions into two collective bargaining units. Developed budget strategies to accommodate delayed funding from congressional continuing resolutions and unexpected severe budget cuts.

Provided a full suite of installation logistics support to 2,000+ personnel executing humanitarian and theater security engagements in the Horn of Africa region.

Provided retreat support for visits, Head of State engagements and critical cabinet meetings.
