I participated in the development and issuance of many of the original regulations issued under ERISA by the IRS and the Department of Labor. While at the IRS, I worked with the Joint Committee on Taxation in drafting legislation that modified ERISA, including the Tax Reform Act of 1976, and the tax rules that govern employee stock ownership plans (ESOPs).
